February 15, 2013 CTE Legislation Clears Legislature, Sent to the Governor: In only nine legislative days after the NC General Assembly convened its long session, the state House on Feb. 13 approved and sent to the governor Senate-passed Senate Bill 14. The legislation, a top priority for NCACTE, will bring much more focus on CTE by directing the State Board of Education to, among other things:  Add career and college endorsements to high school diplomas, beginning with the 2014-15 school year. The bill directs schools to develop curriculums that focus more on career and technical education and would provide an endorsement with a high school diploma as "college ready," "career ready," or both.  Coordinate NC Teacher Corp member placement in schools needing CTE teachers. The corp was established in 2012 to recruit and place recent graduates of colleges/universities and mid-career professionals as teachers in high-needs public schools.  Revise CTE licensure requirements and improve alternative professional development models for CTE teachers who may not have extensive teaching or classroom management experience.  Work with the State Board of Community Colleges to develop ways to increase the number of CTE students in engineering and industrial technologies as well as other occupations with high numbers of employment opportunities.  Report on the progress of these directives to the Joint Legislative Education Oversight Committee in 2014. Gov. Pat McCrory, a staunch supporter of CTE, is expected to sign the legislation quickly. Senate Bill # 14

House Action on S14: In a 110-1 vote, the House gave final legislative approval to S14, a measure backed by the governor that would create diplomas that tell students and employers they're ready for a technical career or college – or both. The bill, approved unanimously last week by the Senate, was recommended by an education oversight committee late last year but also fits into McCrory's winning gubernatorial campaign platform. • The bipartisan bill tells the state board to re-examine teacher licensing rules for career and technical fields to help more people make the move from technical career to the classroom. McCrory has been a strong advocate of re-emphasizing CTE, saying that many young people would be well-served by a high school diploma or technical certification at a community college to land a high-paying job. His education platform called on differentiated diplomas as well. • The legislation doesn't require that students be channeled toward one of the diplomas early in high school. "This isn't a tracking bill," said Rep. Hugh Blackwell, R-Burke, a primary sponsor of a companion bill in the House. First-term Rep. Carla Cunningham, D-Mecklenburg, cast the only no vote in the House. Senate Bill #14
