Need for Zero Waste Action Plan • City collects garbage, delivers to Regional District of the Central Kootenay (RDCK) transfer station • RDCK transports garbage 41 km (25 miles) to landfill • 2003 - RDCK increased City of Nelson tipping fee from $60/tonne to $100/tonne
Need for Zero Waste Action Plan • In 2003, Nelson City Council appointed a Waste Management Task Force (WMTF) • Objective: To determine how to reduce solid waste management costs via operational changes and increased diversion. • WMTF retained MJ Waste Solutions and Gary Liss & Associates to develop Zero Waste Action Plan
Plan Development • Defined project scope and objectives with Waste Management Task Force • Developed a menu of Zero Waste policies and initiatives • Conducted public consultation process • Created a draft Plan for Task Force review • Finalized the Plan for adoption by City Council

Recommendations Adopt a Zero Waste Strategy Hire Zero Waste Coordinator Build on existing investments Design out waste Develop resource recovery park Funding strategies Conduct baseline solid waste composition study Zero Waste Action Plan assumes that disposal of solid waste to landfill can eventually be eliminated.
Implementation • June 2004 – “Nelson City Councils supports the implementation of the Zero Waste Action Plan in principal and endorses a Zero Waste or Darn Close Goal by 2020 with an interim goal of 75% diversion of solid waste from our landfill by 2010.” • Hired Zero Waste Coordinator • Bi-weekly residential garbage pick-up • Residential curbside recycling pick-up
