The need to improve resilience and security Counter extremism efforts have the best chance of success when they engage with the narratives, and they have the greatest chance of failure—or, at worst, run the risk of contributing to extremism—when they remain ignorant of them (USIP Special Report March 2013) • Recommendations: • Counter Terrorism Department in London, • to engage British businesses and organisations who employ British nationals in high-risk locations • to offer British businesses and organisations the opportunity to apply to take part in crisis table top exercises in the FCO, and for officials to attend their crisis exercises • to make available information on overseas terrorism threats to owners and operators of National Infrastructure, through the Centre for the Protection of National Infrastructure.

  3. The Concept • Can the use of effective communication programmes (‘environmental’ security) be as effective as physical security ? • How does it fit with existing Corporate Social Responsibility programmes? • Where would it work and how? • What are the advantages?

Comprehensive/Strategic Communications • Is integral to strategy, provides a means to explain ideas in a compelling and persuasive way through an engagement in dialogue • Makes a compelling and persuasive case that resonates with audiences when we align our words, images and actions • Recognises the home audience, international audiences and diasporas • Understands their culture, motivations and pre-conceptions • Information and communication is central to all that we do

Influence the attitudes, perceptions and behaviours of individuals and groups • Empowering and encouraging an active challenge to terrorist narratives                • Creating awareness of credible alternatives and narratives • Educating about the real risks and impact of terrorism and violent extremism • Importance of industry and governments working together • Using social media to improve local ‘environmental’ security

Activity to deliver communication effect • Public messaging designed to reassure and build trust • Activities designed to engage individuals, communities and other businesses to inform, alert and drive behaviours that build resilience • Activities designed to change attitudes and influence behaviours of individuals and groups • Activities that reduce the likelihood of actions against business interests by building reputation and understanding
