Who is Responsible? Everyone! EMP19
Definitions Child- Anyone who has not reached their 18th birthday Vulnerable Adult- An individual that is over 18 and receiving: - health care - relevant personal care - social care - assistance in household matters due to age, illness or disability - relevant assistance to conduct their own affairs - conveyance due to age, illness or disability EMP19
The Legislation The Children Acts 1998 & 2004 The Education Act 2002 Working Together to Safeguard Children Guidance Keeping Children Safe in Education The Care Act 2014 (sets out how safeguarding concerns should be approached) The Equality Act 2010 (makes it clear how everybody should be treated as does HRA) The Human Rights Act 1998 The Mental Capacity Act 2005 (“Capacity”) Also: The Care Standards Act 2000 (Responsibilities of Care Providers) Safeguarding Vulnerable Groups Act 2006 (Introduced DBS) Public Interest Disclosure Act 1998(“Whistleblowers”) EMP19

Types of Abuse These terms refer to either “suffering from” or “at risk from” EMP19
Signs of Abuse Just a few examples Unexplained injuries Appearing depressed, withdrawn, frightened, aggressive, agitated or anxious Unexplained/unexpected changes in behaviour Self-mutilation Low self-esteem Running away Lack of trust Sudden unexplained change in financial circumstances EMP19
What should we do? Be alert Use common sense Record what you have seen or heard ASAP Raise your concerns Share information Talk to your Safeguarding Officer Challenge poor Practice EMP19
What shouldn’t we do? Investigate yourself Take photos Make promises Give opinions Use leading questions Disturb any evidence Put yourself in danger EMP19
Who do we inform? Dist. Sec. CSO DSO Dist. Gov. RIBI “Follow your organisation’s protocols” Social Care is the Lead Agency in any investigation (Local Authority website - all advice and contact details) Social Care Emergency Team - out of hours Police or Ambulance - only in immediate danger, a criminal offence or medical emergency EMP19
Remember! Safeguarding is everyone’s business You must all be aware of your responsibilities Be prepared to share your concerns Follow Best Practice Make sure you have a CSO Know how to respond to a concern Plan your events with safeguarding in mind Include safeguarding in Risk Assessments EMP19

DBS checksDisclosure & Barring Service Criteria for a DBS check Frequency of contact – • Once a week or more • 4 days in any 30 day period • Contact between the hours 2.00 - 6.00am Another criteria might be – • Regulated activities EMP19
DBS Application Process Flowchart Club risk assess activity using Compliance Policies CSO undertakes ID check following DBS guidelines and RIBI Verification Form CSO sends completed Application Form, RIBI Verification Form and Job Role to DSO DSO issues DBS Application Form for completion by CSO and applicant DSO verifies need to seek DBS check; checks form is completed correctly, countersigns and sends to DBS Risks identified In respect of Safeguarding CSO discusses risks with Activity Organiser to eliminate risks by Alternative planning DBS identified – CSO discusses with DSO appropriateness Application processed by DBS and sent direct to Applicant EMP19
DBS Application Process Flowchart- continued CSO notifies Activity Organiser Applicant not suitable for Job Role CSO requests Applicant to contact DSO when certificate received to be inspected Following discussion, NO negative reasons that would affect the Applicant’s suitability – DSO notifies CSO Applicant can proceed with activity, making NO reference to disclosures DSO inspects original certificate and decides whether Applicant can proceed with activity Outcome of discussion is that DSO considers Applicant not suitable for Job Role – DSO notifies CSO is not suitable and cannot proceed with activity, making no reference to the nature of the disclosures Certificate indicates NO disclosures – DSO notifies CSO Applicant can proceed with activity Certificates indicates disclosures – DSO discusses with Applicant ONLY EMP19
