  2. Benefits of Multi-family Recycling • Significant disposal/diversion • Multi-family is part of the community • Residents want recycling services • Educates more people about resource conservation cost and benefit of disposal • Good for Economy, Good for Environment

Challenges in Multi-family Recycling • Resident Participation to prevent contamination & increase waste diversion from landfills: 68 Million Americans per National Apartment Association http://infohouse.p2ric.org/ref/06/0505.pdf • Costs: Move beyond perception of increased cost; misconception that maintenance fees cover waste management fees • Mobile Lifestyle among apartment dwellers presents challenges: different rules; different items collected; different container styles (5 gal bucket to rollout carts); different building configurations • Onsite Logistics: storage space of specialized containers; central collection containers; transportation pick up challenges; original designs of facilities not conducive to recycling programs, access blocked by cars; property manager turnover, break down boxes prior to putting in bin • 21% of what is put into Multi-family recycling bins did not belong there • 15% of what was tossed into garbage bins could have been put into recycling bins

Overcome Challenges • Education: Participants, Property Management, Custodial Staff, Resident Association • Communication: Signage, Resident engagement services, welcome packages, staff engagement • Equipment Services and Support: Compactor, Individual containers, central collection site, staff use; pressure washing, repairing light fixtures; maintain site • Operating Procedures; Establish protocols: log sheet, best practices and cot management initiatives • Temporary Services: Move out; Clean Out Services and Junk Removal • Commingled recyclables and glass collection inadequate: education

Montgomery County Creative Solutions • County visits each site and works with property owners • Focus on Convenience: Collection point on each floor, recycling bins next to all trash dumpsters, provide six gallon baby blue bucket that residents tote to trash rooms and feed contents into chutes • Signage with graphics (11 languages and Bilingual staff and volunteers for community outreach)

State of Texas Alliance for Recycling (STAR) • 501c3 recycling organization whose mission is to increase recycling for Texans • Stakeholders: Recyclers, industry, municipalities, academia, citizens, nonprofits…. Many ideas provide for different perspectives and creative solutions • Re-Community Educational Videos for Students and Adults • Fort Worth Ordinances are model ordinances for all of Texas
