Early Childhood Ireland Garda Vetting
To use our eVetting service you must: • Be a member of Early Childhood Ireland • Be over 16 years old • If aged 16-18 years, have submitted signed “Parent / Guardian” consent form • Have or have access to a valid email address • Have access to the Internet • Have completed the “Proof of Identity” process
Information on the Garda Vetting process and access to the Garda Vetting forms are on our Early Childhood Ireland Website: www.earlychildhoodireland.ie The Forms can be downloaded from our Download Library: For each Garda Vetting Applicant you need to send us in 2 forms : (unless they are under 18 and you will also need to send a parent consent form) A Vetting Invitation form that has been completed by the applicant and an Identification Verification Form that the employer completes
PDF Forms Both forms can be filled out online but the signatures must be filled in AFTER the form has been printed out as we need to have original signatures – online signatures and photocopied/emailed forms cannot be accepted. Make sure you are using a web browser that supports the pdf version of these forms such as Internet Explorer, Microsoft Edge or Google Chrome. Filling the forms in online helps to minimise error and inputting mistakes.
You need to download a Vetting Invitation Form for the applicant to fill in
The Vetting Invitation • This form needs to be filled out by the applicant. It can be mostly fill out online and then printed before signing, dating and ticking the consent box. • Only your current address is needed. If the applicant is under 18, the under 18's vetting invitation form should be completed along with a parent/guardian consent form. This section must be filled out in pen, after printing the form .
And anIdentification Verification Form for the employer to fill out.
Types of documents that can be used to verify both photo id and address: •Irish Driving Licence(credit card format) •Employment ID card issued by employer (name, address and photo)Remember to print out the ID form before signing, dating and ticking the consent box. The consent box must be ticked, and an original signature is needed or the form will be returned.
Proof of current address and photo identification must be seen by an employer for each applicant, and written clearly on the Identification Verification form. • Types of documents that can be used for Photo Identification: • •Irish Driving Licence or learner permit (new credit card format)•Irish Public Services Card / Social Services Card / Medical Card (with photograph)•Passport•Irish certificate of naturalisation•Garda National Immigration Bureau (GNIB) card•National Identity Card for EU/EEA/Swiss citizens•National age card issued by An Garda Siochana•Employment ID card issued by employer (name and photograph)•Membership cards from a Union or Trade, Professional body or Educational Institution(with photo) • Types of documents that can be used to verify address: • •Driving licence•P60, P45 or Payslip (with home address)•Bank/Building Society/Credit Union statement•Utility bill e.g. gas, electricity, television, broadband (must not be less than 6 months old.)Printed online bills are acceptable. Mobile phone bills are not acceptable)•Bank / Building Society / Credit Card Statement•Letter from employer (within last two years): Confirming name and address•Correspondence from any of the following : an educational institution, an insurance company regarding an active policy, bank / credit union or government body or state agency.
Under 18’s • Under 18’s Require a Parent Consent form to go with the Vetting invitation and Identification Verification form. • Parents or guardians of 16-18 year olds are required to complete the parental consent form. https://www.earlychildhoodireland.ie/wp-content/uploads/2016/06/Parent-Guardian-Consent-Form.pdf • The parent or guardian must supply their own email address and phone number on the Vetting Invitation NVB1 Form and not the child’s email address. The Under 18 Vetting Invitation Form makes this clear: https://www.earlychildhoodireland.ie/wp-content/uploads/2015/05/Under18s-Vetting-Invitation-Form.pdf • The Creche also need to complete an Identification Verification form.The 3 forms are then sent together to :Early Childhood Ireland, Hainault House, Belgard Square South, Tallaght, D24 RFV0
Garda Vetting Checklist for members • 1. Have you sent in two forms for each applicant-a Vetting Invitation form and an Identification Verification Form ? • 2. Is the correct membership number on it? • 3. Is the box on each page ticked? • 4. Have you written out the type of photo identification and proof of address on the identification form? • 5. Is the date of consent within the last 6 months on the vetting invitation? • 6. Is an email address provided? • 7. Is there an original signature (not photocopied) on each form along with the date and a ticked consent box? • 8.If the applicant is under 18 is there a parent consent form completed also?

Then what? • After you have posted the Garda Vetting Forms into us, you should receive an email notification from us within 2 days of us receiving your form. This email will say…‘Dear …. • This is confirmation that your recently submitted vetting application has now been sent to the Garda Vetting Bureau. • The vetting applicant will receive a link by email from the Garda Vetting Bureau within 24 hours. • We strongly urge you to follow up with the vetting applicant to complete the application online in a timely manner. • You can check the status of the application by entering the National Vetting Bureau website https://vetting.garda.ie/Track and entering the reference ECI001-2019--------------- and the applicants date of birth: 10/12/1983’ Early Childhood Ireland
The applicant can also track the application by entering their ID number and date of birth. Enter your Application ID number which starts with ECI001-2019.....
Finally • Once the Garda vetting Application has been completed a disclosure will be emailed to the Owner/Manager of the creche. A disclosure is a completed Garda vetting application. Some people are alarmed when they hear the word ‘disclosure’ but it is simply the terminology used by the National Vetting Bureau- it doesn’t necessarily mean that there is anything to disclose! • ‘A vetting disclosure shall include particulars of the criminal record (if any) relating to the person, and a statement of the specified information (if any) relating to the person or a statement that there is no criminal record or specified information, in relation to the person.’ Read more >> • The Garda vetting disclosure that is sent regarding an applicant, is in both Irish and English. • The Owner Manager can then keep this on the employees file, and the employee can start work.
