  1. Reference Case: State-Provincial Study Request Thomas Carr Western Interstate Energy Board Session 2: Transmission Planning Reference Case Resource Planners’ Forum June 21-22, 2010 San Diego, California

  2. State-Provincial Steering Committee study request to WECC in January 2010 • Reference Case • High DSM Scenario • Carbon Reduction Scenario • Technological Breakthrough

  3. Reference Case: Utility IPRs and Plans • “The Steering Committee recommends that this reference case be guided by existing utility integrated resource plans (IRPs), and other utility-level information, with appropriate review from state regulators.”

  4. Reference Case: cont. • Current state/provincial laws and policies related to resource development • Current state/provincial RPS requirements and policies • Performance standards for emissions • Load growth would be based on balancing area load forecasts • Consistent with utility and state assumptions on Energy Efficiency, DSM, and demand response • Planning Reserve margin consistent with plans in subregions • potentially need to adjust and refine for higher levels of variable generation • Assumed near term generation resource additions • Include proposed generation resources that are (1) under construction, and (2) approved regulatory permits and interconnection requests to be built in the next 2-4 years

  5. Reference Case: cont. • Additionally, we intend to engage and collaborate with utility resource planners through the Resource Planners Forum. We expect this will serve to better refine the IRP assumptions for accuracy and reasonableness for purposes of the final modeling scenario

  6. SPSC Work Groups and lab support implementing the study request • Scenario WG – Jim Tarpey, Chair • Develop study request and engage in review process • Guide state input on IRPs and engage resource planners • DSM WG – Dian Grueneich, Chair • Develop DSM study request • Organize specialists and provide input on DSM cases • Lawrence Berkeley National Laboratory • Review of 13 utility IRPs (Peter Larsen) • Analyzing DSM (energy efficiency & demand response) policy impacts on load forecasts (Galen Barbose)
