Agreed Structure of Adaptation Fund at UNFCCC Bali meeting agreed for separate AF Board, independent from the GEF The organization set-up of the AF also different from that of other UN funds; Vulnerable countries will get direct access to that fund without having involvement of the World Bank, UNDP etc. !!!: This news does not seem to have reached 1818 H Street in Washington, the headquarters of both the WB and GEF, even not been considered by the G8 leaders. www.equitybd.org
MDTF: Disparity with UNFCCC Adaptation Fund MDTF is a parallel structure of mobilization and disbursement of climate finance under UNFCCC Will bypass existing multilateral negotiations of establishing adaptation fund under the UNFCCC. This ‘new and additional financial resources’ would divert of any existing or likely resources, Substantial part of the MDTF will be counted as ODA by donor countries, especially of the UK/G8 www.equitybd.org
MDTF: How it Get Started In March 2008 UK/DFID organized a consultation in Dhaka ‘UK-Bangladesh Climate Conference’ This conference proposed a Multi Donor Trust Fund for climate change adaptation in Bangladesh The 2nd UK-Bangladesh Climate Conference held in London in September 2008. Bangladesh government presented ‘Climate Change Strategy and Action Plan for Bangladesh www.equitybd.org
MDTF: Proposed Management There will have a separate governing committee called the ‘Trust Fund Committee’ made up of contributors to fund. Trust Fund Committee will be responsible for overall governance, strategic decisions and resource allocation of each trust fund. UK government proposed the WB to manage this fund; Bangladesh government also accepted WB’s managerial role to the proposed fund Context : To get access to this fund Country has to show progress in the implementation of PRS and other development planning www.equitybd.org
IFI’s Investment on CCDouble Standard & Hypocritical IFI’s, major investment is in energy sector; exploration of fossil fuel & exporting to the Northern countries From 1992 Earth Summit to 2004, the WB Group approved USD 11 b in 128 fossil fuel extraction projects in 45 countries- which contribute over 43 b tons of carbon Now IFIs are trying to ‘mask their dirty image’ through supporting country’s adaptation projects/ strategies. www.equitybd.org

Again, part of the MDTF will be providing as ODA, which is against the UNFCCC’s funding guideline This fund also would be as loan/grants; this means that the recipient countries will have to pay for dealing with a problem that has been caused by developed countries ! Why should LDCs and developing countries seek Bank’s Adaptation/Climate Resilience Pilot Fund as concessional loans as today’s climate crisis and sufferings of the poor countries are largely created by rich countries in the first place. ..............? www.equitybd.org

The UK government offered 75 m pound sterling to MDTF for a 5 year period ( 60 m as Grant, 12 as DFID financed development projects and 3 m for Research) Bangladesh government will contribute 45 pound sterling to MDTF in a year ( 2008-2009); Why Bangladesh government would contribute to the MDTF; while it is clearly stated that climate financing will be based on ‘polluter pay exploiter pay’ principle. www.equitybd.org
