Overview • Describe EBS environment • Comment on a large number of licenses held by schools across the region. • Explain how a college got an IT Wireless license without the knowledge of the CIO • Provide the otherwise uninformed licensee about background, value and offer some guidance on leases.

Glossary • ITFS -old nomenclature implied “Instruction” “Televised” • TV station – TV set technology • Education ITFS • Entertainment MMDS • EBS -new nomenclature implies Education and Broadband but omits Televised and Fixed. Mobile “I.T.” services are implied. • Access Point – Mobile technology • Excess Capacity Lease to MMDS operators. This could allow MMDS operators up to 33 channels of video allowing them to compete with “wired” CATV systems. • GSA; “Geographic Service Area” 35 miles in radius minus half the overlaps (split the football). • MHzPOP – Standard Unit to determine value of license
