Recent SIS Activity • Briefing for WestConnect EIS Task Team 10/28 AM on status of SIS activity • WECC MIC Meeting • Update on motions from last SIS meeting to continue activity • Other documents in preparation • Contingency Reserve Sharing Group white paper draft issued • Enhanced Curtailment Calculator white paper draft issued • Purpose of this task team conference call – to review revisions suggested to the draft Energy Imbalance Market tariff concepts white paper • One round of redline comments received thus far • Consolidation of redline revisions into a single document is still underway (this deliverable is late!)
Open Tariff Design Issues • Need to define settlement determinates for an imputed transmission service charge • Example: netting of the generation and load imbalance values within network provider zones prior to imputing the EIM transmission charge
Open Tariff Design Issues • Need to establish a rate for the imputed transmission service charge • Going too high will kill potential benefits to regional market • Having no charge at all may alienate some transmission providers from participation • What level sets the balance of interests?
Open Tariff Design Issues • Once imputed transmission service charges are collected from EIM settlements, what method should be used to allocate the collected revenues to participating transmission providers? • Getting the pot of dollars for transmission service is the first step, then allocating the collected dollars is the second step
Looking for examples • The transmission pricing experiment performed by the WestConnect participants may provide a good design example for development of parts of the Energy Imbalance Tariff • Appreciate input and participation from all interested parties in developing this non-RTO basis for improved efficiency and reliability in the WECC footprint
