About AAR • 25 years of service, since 1984 • Presence across East Africa region- Kenya, Uganda, Tanzania and Rwanda • Delivery of healthcare services based on managed care principles • 17 outpatient clinic outlets across East Africa • All sites are running same clinic management ICT systems
About AAR… cont’d • Patients roaming from one service point to the other across the regional network • Patient data is synchronised across all the clinic sites on a continuous basis • Same patient having multiple registrations for different schemes
Identification challenges • Computerisation- some service points have not been computerised yet • Incomplete patient data provided at registration • Critical identification data concealed with objective to defraud the schemes • Chances of patient data mix-up esp. when data provided is limited and there is no explicit unique identifier
Identification challenges…cont’d • Need to identify multiple records from multiple sources as belonging to the same patient • Need to vary the confidentiality levels of patient data based on patient categorisation
Proposed solutions • Minimum identification data to be provided • First Name • Last Name • Date of Birth • National ID Number and/ or • Passport Number • used to generate Member UI • Photo identification • if used, it must be clear • and current • Biometric identification, this will mainly be applicable for adults
Key proposed changes • Issuance of National ID/ Social Security Numbers at birth • Incorporation of this ID as mandatory part of patient identification data • Tight controls to be enforced on issuance of this type of identification to eliminate possibility of patient holding more than one ID Numbers • All EMR systems to accommodate this unique ID
