Background • Integrative process/paper as a mechanism to consolidate the learnings and issues that arise from the various RTDs, research, and other activities • Challenge and need to combine on-the-ground problem solving (13 paradigmatic situations) and addressing policy deficit/mismatch in addressing how we want our water resources and services to be governed • Complete the “storyline”– from source/watershed to tap and identify the policy deficits and gaps (with the 3 sub-themes of the TWG in mind- water rights/human right to water; alternatives; and rules, roles and regulations– role of the state/LGUs, private sector, and communities/civil society) • Key question: what is the state of Philippine water?
Issues to Address • Consolidating the data on water: data sheet on water • Status and type of management of water in each country (public/private/cooperative/mixed) • Legal rights and protection/policies including regulation and key national and international targets (MTPDP, MDG, ASEAN) • Economics of water delivery systems (investment funding, pricing of water, tariff systems, national/regional policies governing these issues) • Approach to water as commons • Nature of water conflicts • Alternatives (defining what we mean by alternatives)

Methodology • Collective process with Doc Buboy as team leader • Members: FDC, IPD/AWCP, Water Commons, PKKK, Focus, LRC • Link and integrate the Visayas and Mindanao storylines, and plan activities in these regions (not only for validation) • The on-going research/RTDs on exclusivity, rural water, watershed protection, associative water/alternatives, privatization will feed into the integrative paper • Process documentation will also feed into the integrative paper (being done by Bubut)
