1. Background • 1.1 Requirements: • EPA’s Director of Web Communications wants a New Face for EPA: • The EPA Web Work Group will need to do a major overhaul of about 500,000 pages and hundreds of smaller sites which will take time. • EPA’s Wiki and Blog Work Group is developing an EPA One Wiki: • This may include the EPA Intranet Web Site and be renamed the EPA@Work Wiki. • EPA’s Open Government Directive Work Group is soon to release Our Open Government Plan by April 7, 2010, for how the Agency will improve transparency and integrate public participation and collaboration into its activities: • EPA will conduct extensive public and employee engagement in developing, reviewing and updating our Open Government Plan. • EPA’s Report on the Environment Team has recently update the 2008 Report: • They want a way to foster collaboration and input to revise two chapters of the 2008 report. • EPA’s Enterprise Architecture Work Group and Service Oriented Architecture Community of Interest are planning their year’s activities: • They want to move towards cloud computing and reusable component services. • EPA’s Statistics Users Group: • They provide Environmental Statistics Training like Interpretation of Environmental Statistics.
1. Background • 1.2 Suggestions: • The New Face at EPA: • Why not use a state-of-the-art wiki like MindTouch for the entire EPA Web page? That way every page could invite comments, be a web-service, serve real-data, have RSS, etc. feeds, be part of a Service Oriented Architecture, support iPhone use and apps, etc. • EPA’s One Wiki: • An Enterprise Architecture = Information Architecture + Data Architecture (see next slide). • EPA’s Open Government Directive Work Group: • EPA’s Open Government Directive Plan in a state-of-the-art Wiki for Internal and Public Review and Comment. • EPA’s Report on the Environment Team: • EPA’s Report on the Environment as a Data.gov/semantic Product. • EPA’s Enterprise Architecture Work Group and Service Oriented Architecture Community of Interest: • A platform that does both cloud computing and reusable component services. • EPA’s Statistics Users Group: • Apply state-of-the-art statistical techniques and tools to provide quantitative data quality assessments and business intelligence results for Data.gov/semantic.
Enterprise Architecture • Enterprise Architecture = Information Architecture + Data Architecture • Information Architecture with a “Data Model” • Information Architecture: • Topic, Subtopic, etc. • Data Architecture: • Data Table and Data Elements (metadata) • Notes: • Submitted Revisions for the Federal Data Reference Model that include this. • EPA’s Office of Water (Vince Allen, Data Architect) appears to be the farthest along with implementing this. • Reviewing David Hay’s new book drafts on a more sophisticated view of data modeling (see next slide).
David C. Hay • Manager, Information Strategy and Architecture, Capgemini Financial Services, Houston, Texas: • A pioneer in the use of standard data models for standard business situations, he is the author of three books: • Data Model Patterns: Conventions of Thought (1995) • Requirements Analysis: From Business Views to Architecture (2002) • Data Model Patterns: A Metadata Map (2006) • Data Model Patterns: Conceptual Modeling? (2010) • See figure to right Figure 2-5: An Orderly Data Model

2. Plan to Wikify the Best Content • 2.1 Overview: • Appoint two senior editors (“wiki gardeners”): • One for Wikipedia “environment content”: • Authority for postings/corrections and links to and from. • One for One EPA Wiki “environment content”: • Authority for location of content for EPA Web Site and Internal Sites (Intranet, Portal, Environmental Science Connector, QuickPlace, etc.). • Task them with developing and implementing a coordinated site map for each source of content: • Wikipedia: • E.g., http://en.wikipedia.org/wiki/Environment • One EPA Wiki: • E.g., http://epa.wik.is/Special:Sitemap
2. Plan to Wikify the Best Content • 2.1 Overview: • Each EPA Staff will have their One Wiki page (s), if they would like, to document and share their work: • The EPA Staff wiki pages will use the unique names from the LOTUS Email directory. • The senior editors, and their designated representatives, will train EPA staff in the use of the One Wiki and harvest that content for inclusion in the site map: • The senior editors will decide (in consultation with EPA senior management) which EPA staff wiki pages and content are made public.

2. Plan to Wikify the Best Content2.5 EPA’s Report on the Environment • EPA’s Report on the Environment as a Data.gov/semantic Product: • EPA’s Report on the Environment is rendered using a database without self-describing URLs instead of with a Wiki to provide self-describing URLs. • A state-of-the-art Wiki can render the EPA Report on the Environment with a Glossary, Data Dictionary, Metadata Registry, Taxonomy, Reusable Component Services (every page in the Wiki!), and Ontology. • Data.gov has been referred to “as merely pointing to unconnected piles of data” while a Data.gov/semantic can provide connections between those data.

3. Suggestions • Continue to Wikify the Best Content in Support of the OGD and Data.gov/semantic for the seven activities listed as part of an Information Architecture and Individual Development Plan. • Appoint the two senior editors, task them with developing and implementing a coordinated site map for Wikipedia and EPA’s One Wiki, and train EPA staff in the use of EPA’s One Wiki. • Implement a plan for harvesting the best content from the EPA Web Site and Internal Sites (Intranet, Portal, Environmental Science Connector, QuickPlace, etc.). • Complete the statistical data stories for the 2008 ROE Indicators and other high-value data sets.
