  15. Breeder Seed Allocation Rabi 2015-16 decided through the meeting convened by Joint Sect., Seeds (Ministry of Agr., GOI) on 26.08.2014 Units (in Qtls)

  16. Issues/ Challenges • Previous years Breeder Seed Indents were being placed by the Breeder, Birsa Agriculture University, Kanke, Ranchi which were not according to seed rolling plan of the relevant years. • Percentage of Breeder Seed production is low by the Breeder. • Conversion of Breeder Seed to foundation seeds is limited to Birsa Agriculture University itself through its farms, KVKs and Zonal Research Centers. • State Seed corporation is not in function. • MOUs with seed producers is not enacted. • Strength of Seed Certification agency is poor. • Tender for Kharif and Rabi Certified/ Quality Seeds is invited on time but the outside agencies are not responding.

  17. Suggestions/Undertakings • Central Rainfed Upland Rice Research Station, Hazaribagh along with Birsa Agriculture University could be selected as Breeder for the Jharkhand State. • Breeder Seed Indent of Rabi 2014-15 is prepared by Agriculture department according to the seed rolling plan of the relevant year. • Department has invited the KVKs of other organizations such as Holy Cross Mission, Ramkrishna Mission, VikasBharati, KVK (ICAR) Koderma, Rural Development Trust for foundation Seed production. • State Seed corporation will be strengthened and made functionable. • MOUs with internal seed producers as well as NSC will be enacted. • With the assistance through central scheme, Submission on Seed and Planting Material (SMSP), State Seed certification agency as well as Seed testing Laboratories are proposed for Strengthening. • Other seed producing agencies and Stake holders such as Uttrakhand Seeds and Terai Development Corporation Ltd., Hindustan insecticides Ltd & NACOF are likely to be invited for making arrangements on availability of certified/quality seeds. • A Scheme is in pipeline for multiplication of seeds in 800 hectares of land of Goria karma Agriculture Farm, Hazaribagh with an agreement between Department of Agriculture & Birsa Agriculture University. • Seed Villages are proposed to be Strengthened through central scheme, Submission on Seed and Planting Material (SMSP). • Prevailing Seed Policy of the State is under process of amendment.
