Background • Only 1 out of 12 learners, starting Grade 1 ends up with what we promise our learners when they start their schooling (based on 2005 data from EMIS) • The educational sector has very few models available for turning around under-performing schools • “Most of South Africa’s public schools are dysfunctional and the education system is failing to produce the skills required for job creation and poverty reduction” “despite increases in public spending on the education system” (SA Institute of Race Relations 2008)
