Selection of Project • Water Resources Project is complex & involves detailed investigation and analysis. • Being a gigantic infrastructure project, it needs huge capital investments and involves high risk. • Different stakeholders are involved in WR project impacting social, cultural and economical aspects of livelihood. • WR project life cycle involves most of the processes defined in PMBOK.
PURPOSE of WR project • Water Resources Project is intended for- • Irrigation Water Supply:- Food Security • Domestic Water Supply:- Basic Need of life • Industrial Water Supply:- Economic Development • Hydro-power development:- Renewable sustainable energy • Flood Control:- Life Protection.
Project name & purpose • Project Name: Krishnasagar Water Resources Project. • Project Purpose: Irrigation Water Supply. • Project Duration:- 36 months • Project Cost:- Rs. 250 Crore • Length of Dam = 900m, Height of Dam=25m, Storage Capacity=75 Mcum • Land Required = 1000 Ha, Number of Villages Submerged=2 No • Population Affected=6,000 • Command Area = 10,000 Ha, Length of Canals =15km
scope • Construction of Water Reservoir to store 75 Mcum of water. • Construction of 15km of canal to irrigate 10,000 ha of land. • Rehabilitation of two villages, affecting population of 6,000 due to acquisition of 1000ha of land. • Acquire Government and Private land required for work.
Out of scope • Pollution Control Measures • Environmental Impact Assessment Study-Habitat Degradation, • Non Native species • Hydropower Generation • Industrial Establishment • Commercial Fishing • Tourism • Employment of displaced population
objective and success criteria • Measurable project objectives:- • To supply water to 5000 Ha of Land. • 50% increase in crop yield due to assured water supply. • To mitigate flood risk • Success Criteria:- • At least 75% irrigation even in drought condition.
assumptions & constraints • Assumptions:- • 100 mm rainfall, uniformly distributed on a catchment area. • Cash inflows will be as per requirement throughout the project life cycle. • Co-operation from different stakeholders. • Land acquisition/rehabilitation will be done as per schedule. • No sampling error caused due to limited investigation. • Constraints:- • Geographical & environmental complexity. • Limited Fund. • Land acquisition and Rehabilitation acceptance. • Integration and cooperation among different department like-forest, revenue, power, road, railway etc. • Political & Administrative support

Quality Management • Plan Quality:- • Project test Plan: For Dam, Canal & Structures • Decision Process Guidelines: As per QC Handbook of WRD. • Review Meeting:- Once in a week & during critical activities. • Tools & Equipment's used at worksite should be standard. • Quality Assurance:- • On site meeting at regular interval. • Laboratory Testing of Materials • Field Testing of Materials. • Review of implementation of instructions. • Outcomes adhering to Check List norms
Quality Management • Perform Quality:- • Outcomes adhering to Check List norms • Earthwork Compaction • Concrete Strength • Remedies for Correction • Final Design Review • Testing of Main Dam • Earthwork • Concrete • Steel • Gates • Testing of Main/Branch Canal • Earthworks • Concrete • Testing of Structures • Steel • Concrete
High level risks • Technical Risks • Project Management • External Risk • Organization Risk
Procurement Management • Plan Procurements:- Decided to Outsource Work to a contractor. • Conduct Procurements:- • Partner Contract Guidelines: Prepare Draft Tender Paper and get approved from Competent Authority. • Partner/Vendor Assessment Checklist: Technical & Financial Evaluation Criteria • Call for tender: Publication on Website/Newspaper • Pre-Bid Meetings: Clarifications as corrigendum • Tender Opening and L1 finalisation • Administer Procurements: Transparency and Accountability • Close Procurements: Award of Tender by issuing Work Order
Operation and Maintenance • Maintenance of water quality to internationally acceptable standards. • Optimal operation of multipurpose reservoirs. • Resolution of conflicts between users within and between interstate river basins • Handing over of operation and maintenance of irrigation systems to the users. • Observation of safety of storage dams and other structures • Planning for future development of water resources. • Preservation and enhancement of environment. • Protect the public from the harmful effects of regional flooding. • Provide reliable, high-quality drinking water for the citizen • Contribute to Watershed Health by improving storm water/urban runoff quality and enhancing community waterways • Ensuring construction, operation and maintenance of medium and large dams in accordance with recognized engineering standards. • Repair for minimizing wastage and improving conveyance efficiency; • Improving the accessibility for Operation & Maintenance
CONCLUSION • Construction of WR is a huge& complex process. We have tried mapping the various stages of WR project with PMBOK. • As per existing Government guidelines for WR projects, there is little focus on Risk Assessment & Communication plan. The application of PMBOK in WR project has highlighted the importance of the same.
