Quality Assurance Program Required by 23 CFR 637B Includes QA, IA, VST and QC By law, must be performed on: Federal Aid Projects on the National Highway System By spec, QC required on all VDOT projects Stress all changes must still comply with 23 CFR 637B – Quality Assurance Procedures for ConstructionStress all changes must still comply with 23 CFR 637B – Quality Assurance Procedures for Construction

Definitions – 23 CFR 637B QA – Quality assurance; All factors that comprise the State highway agency's (SHA) determination of the quality of the product as specified in the contract requirements. These factors include verification sampling, testing, and inspection and may include results of quality control sampling and testing VST – Verification sampling and testing; Sampling and testing performed to validate the quality of the product IA – Independent assurance; Activities that are an unbiased and independent evaluation of all the sampling and testing procedures used in the acceptance program QC – Quality control; All contractor/vendor operational techniques and activities that are performed or conducted to fulfill the contract requirements Review of definitions since we have changed what we call things.Review of definitions since we have changed what we call things.

    11. Status of Recommendations – 2 Field Verification and Independent Assurance Program All core/plug based 20% of VST lots monitored; VST lot 5,000 ft 2 cores/plugs per lot Minimum 1 core per control strip per project verified in VDOT lab No VDOT nuclear gauge testing

    12. Status of Recommendations – 3 Lab Verification and Independent Assurance Program New Mixes – 1 sample per first two lots, 1 sample every other lot Roll-over Mixes – 1 sample in first lot, 1 sample every other lot Lot size 4,000 tons

    13. Status of Recommendations – 4 Depth Checks on Base Still in progress Single lift bases, use density cores/plugs for thickness Multiple lift bases, VDOT testing in 2010 with allowance for contractor coring Team established to recommend new approach; recommendations due in May
