The Mayor’s biodiesel programme Doug Simpson Principle Policy and Programme Officer– Energy and Waste Greater London Authority Sustainability Live 2 April 2014
The Mayor’s vision • “…to become a world leader in waste management, making use of innovative techniques and technologies to minimise the impact of waste on our environment and fully exploit its economic value.” • “…creation of a Londonbiodiesel revolution.”
London targets • 60% CO2 savings on 1990 levels by 2025 • 25% of London’s energy to come from DE sources by 2025 • At least 10 London boroughs to have fleet running on biodiesel in 2014/15 • Challenges • Providing cost-effective and secure UCO/FOG collection services • Securing finance to expand existing UCO/FOG processing operations – cash flow • The right regulation vs incentive balance – time to mandate higher-blend fuels?
The Mayor’s biodiesel programme • The opportunity – estimated 28 million litres UCO available in London – enough to fuel 10% of London’s bus fleet and save 55,000 tonnes CO2 a year • Focus on driving demand for biodiesel • Bus fleet – Transport for London • Local authority fleet – Greater London Authority • Promoting existing UCO and FOG collection services • Supporting new infrastructure and suitable sites • Facilitating/enabling projects
Success/progress so far • TFL brokered a contract between Argent and Stagecoach to run 127 buses in Barking on B20. • At least five London boroughs have fleet running on biodiesel • 2 potential London-wide projects being scoped • 2 Stakeholder events • Digital engagement platform - www.talklondon.london.gov.uk
