Primary Policy Dilemma The Need to Reconcile Measures for Mitigation and Adaptation to Climate Change with Economic Growth.
Challenges • Access to new technologies and funding to address the following: • High levels of emissions: Industry, transportation and energy production • Climate change will affect agriculture; exacerbate already problematic water use, population growth/density
Interests Financing Technology Transfer Avoid North-South divide Oppose any policy that does not consider the necessity of developing countries to continue their economic growth
Policy Alternatives- Not Recommended Financing mechanism based on voluntary contributions Financing mechanisms exclusively multilateral National or international policy frameworks to shift the power sector to low greenhouse gas emitting generation technologies.
Recommended Policy Multilateral Fund: legally binding, based on formula that accounts for GDP and emissions per capita Oppose any prohibition on bilateral funding Reductions should be carried out in a balanced and fair manner by both developed and developing countries without distinctions UN oversight of technology transfer (regulation and synergy)
