RMO Process (Linked to NIC’s Eight Principles for EBP) • Conduct LSI-R on inmates nearing release (Principle 1: Assess Actuarial Risk/Needs) • Discuss RMO with inmate: offer choices and “self-determination” make referral • Assign case manager: 90-180 days of intensive service to client (Principle 3: Target Interventions – Dosage; Principle 5: Positive Reinforcement; Principle 6: Ongoing Support in Natural Communities)

Selected Outputs & Outcomes RMO Intensive (med-high risk) Program Clients: 2011-Present • 65% of clients participating in employability skills trainings • 84% of clients participating in substance abuse programs • 92% of clients compliant with child support payments • 75% of clients compliant with fines/costs payments • Recidivism rate for these medium-high risk clients after participation in RMO Intensive program: 28% • 28% reincarcerated for parole violations • 7% reincarcerated for new crimes
Selected Outputs and Outcomes Reentry Employment Program at PA CareerLink of Lancaster County: 2012-2013 Fiscal Year • 639 people completed “Landing a Job with a Criminal Background” workshop • 107 people obtained Ready2Work certification (national work readiness credential) • 185 occupational skills certifications obtained by clients in manufacturing, OSHA, blue print, welding, forklift, HOT lab, office procedures, sales, customer service and other high priority occupational skills employers are demanding • 142 people placed in jobs with average wage of $10.80 per hr
