FAA SMS – Long Term Goals • AFS SMS will encompass: (Rule by 2011) • Air Operators, Part 121 and 135 • Air Agencies, Part 142 and 145 • Office of Aviation Safety (AVS) • AVS SMS will become the FAA Safety Program • Designed, implemented and integrated by 2022
FAA SMS - Short Term Goals • Supporting a small group of Development Partners to design and implement SMS • Developing basic tools and techniques to facilitate the efficient transition to SMS • Refining these tools through Lessons Learned

What is new and coming with SMS? • 1. An SMS guide book is being developed and set for completion by June 2009. • 2. A Public SMS Web Site is coming for service provider reference. • 3. The System Approach for Safety Oversight (SASO) office, is implementing an outreach program that will train all FAA personnel on SMS. (AFS-30) • 4. Draft Advisory Circular 120-92A, Appex.1
The Current SMS Process is being streamlined. • Combining Level O and Level 1 presentations for the initial site visit to service providers. • A preliminary gap analysis will be completed on initial visit. • This approach will give the service provider a real time analysis where their company stands with System Safety and Risk Management policies and procedures.
January 2009 • The United States filed a Difference Letter to ICAO indicating that we do not have a rule in place to meet the January 2009 ICAO deadline, but at the present time rulemaking is in the developmental phase. We currently have an active voluntary SMS program in place with guidance in AC-120-92. • Estimated, rule in place by 2012. • At present, there are no authorized provisions for FAA approval or acceptance of SMS programs.
