LEARNING OUTCOMES FOR TODAY’S PRESENTATION By the end of the presentation, you should: • Be able to understand the vocational qualifications reforms for 16-19 year olds approved by the ‘DfE’ in December 2013 which affect our Level 3 Qualifications. • Be able to relate the timeline for the reforms. • Be able to debate, decide and express your opinions about the reforms.

REFORMS TO VOCATIONAL QUALIFICATION FOR 16-19 YEAR OLDS • Professor Wolf’s Review of Vocational Education for 16-19 year olds published in March 2011. • The Department for Education launched consultations from May 2011 and the corresponding reforms from September 2012, following Wolf’s recommendations. • Important reforms were approved in December 2013. • These reforms do not impact 2015 performance tables, so students in 2-year BTEC level 3 courses which started from September 2013 are not affected.

REFORMS TO VOCATIONAL QUALIFICATION FOR 16-19 YEAR OLDS Three important reforms: Performance Tables Approved in December 2013 From 2016, 16-19 Performance Tables will report Academic, Tech Level and Applied General Qualifications separately Two new categories of vocational qualifications Approved in December 2013 Applied General qualifications Tech Level qualifications To be taught from September 2014 Funding Approved in September 2012 Before, funding 16-19 education was on the basis of ‘qualification passed’ from September 2012 is on the basis of ‘per student’ enrolled.

  4. QUALIFICATIONS FROM SEPTEMBER 2014 APPLIED GENERAL QUALIFICATIONS: Level 3 qualifications (advanced) which provide a broad study in Construction, Planning and the Built Environment. They fulfil entry requirements to a range of HE courses and need the backing of a minimum of three universities. They do not count towards the new Technical Baccalaureate (Tech Level) measure. TECH LEVELS QUALIFICATIONS: Level 3 qualifications in Construction, Planning and the Built Environment. They are comparable to A Levels. To count as a Tech Level in the performance tables, a qualification requires clear public support from professional bodies, or 5 employers registered with Companies House UK..

TWO NEW TYPES OF VOCATIONAL QUALIFICATIONS FOR 16-19 YEAR OLDS September 2013 From September 2014 PERSON BTEC LEVEL 3 CERTIFICATE IN CONSTRUCTION AND THE BUILT ENVIRONMENT (QCF) PERSON BETC LEVEL 3 SUBSIDIARY DIPLOMA IN CONSTRUCTION AND THE BUILT ENVIRONMENT (QCF) PERSON BTEC LEVEL 3 DIPLOMA IN CONSTRUCTION AND THE BUILD ENVIRONMENT (QCF) PERSON BTEC LEVEL 3 EXTENDED DIPLOMA IN CONSTRUCTION AND THE BUILT ENVIRONMENT (GCF) GLH = Guided-learning-hours

  6. REFORMS TO VOCATIONAL QUALIFICATION FOR 16-19 YEAR OLDS • ‘INTERIM REQUIREMENT’ TO BE TAUGHT FROM SEPTEMBER 2014. • ‘FULL REQUIREMENT’ TO BE TAUGHT FROM SEPTEMBER 2016. • EXTRA OPTION: ‘FULL REQUIREMENT’ FROM SEPTEMBER 2015.

  7. Conclusions New funding system from September 2012. This could be the beginning for parity of esteem between academic and vocational qualifications, giving them the recognition that they deserve but what do you think? Change the process and set of characteristics by which level 3 vocational qualification are judged and included them in the 16-19 performance tables. From 2016, vocational qualification will be reported separately. Two new vocational qualifications, Tech Level and Applied General Level 3 approved from December 2013 and to commence from September 2014.
