Short introduction to EUCC • What is EUCC? • www.eucc.net • association with 2700 members and member organisations in 40 countries • founded in 1989 • largest network of coastal practitioners and experts in Europe, 14 National Branches, working area: Europe and neighbouring regions (especially Black Sea, Caspian, Med.)

Short introduction to EUCC • EUCC´s mission • to promote coastal management that integrates biodiversity conservation with those forms of development that sustain integrity of landscapes, cultural heritage and social fabric of coasts taking into account effects of climate change • to advocate best practice by developing coastal and marine policies, mobilising experts and stakeholders, providing advice and information, and implementing demonstration projects.

Short introduction to EUCC • Examples of EUCC ICZM activities • State of the Art report on ICZM in the Baltic Sea region, report prepared for HELCOM • Support to the Secretariat of the Black Sea Commission, especially with regard to an ICZM Black Sea Strategy and the transfer of know-how to ICZM Centre Krasnodar • COPRANET – Coastal Practice Network, contribution to the establishment of a European Coastal Practitioners Network

  7. ICZM in the EU • Took off in EU with ICZM Demonstration Programme in late 1990s • ICZM Recommendations of EP and Council in 2002: stocktake + strategies • Results analysed in 2006 (by Rupprecht Consult)

Spatial planning in ICZM • Change • Spatial planning should facilitate constructive managemant of change, weigh risks and opportunities of different uses • Ecological boundaries • Not within administrative boundaries but within ecological units, e.g. Sub-regional seas • Coastal complexity • Needs to adapt to coastal complexity

  9. Status of implementation • No country has implemented strategy • Most coastal EU countries (incl. Romania) have developed ICZM strategy or coastal zone management strategies have become or are planned to become an integrated part of spatial planning processes

  10. General achievements • New awareness + higher level of preparedness regarding long-term coastal challenges • Reconcilation of economic, social, environmental interests promoted • Higher pressure to increase participative elements in decision making • First step towards linking terrestrial and marine legislation/management • ICZM improves livelihood of coastal citizens

  11. Challenges • Improve regional cooperation within regional seas • strengthen exchange of expertise and information • improve stakeholder participation • Extend monitoring of implementation through common methodology • Long-term funding perspective needed

Success factors • Utilising and strengthening existing territorial planning/institutions for ICZM • Relatively small coast • Proper allocation of competencies between central and lower levels • Political will by national level • Working with regional seas initatives • ICZM projects demonstrate benefits • Reliable funding (medium/long-term) • Qualified staff • Strong civil society organisations in field of environment • Spatial planning not seen as entire solution

  19. Role of NGOs • Initiation reacting to the needs for an integrated approach in certain areas and situations and acting as driving force; local experience can be used for strategy formulation; awareness raising

  20. Role of NGOs • Planning NGOs take part as coastal stakeholders; act as advisers and assist in the definition of policy tools; conduct training; facilitate communication between different sectors and stake holders

  21. Role of NGOs • Implementation Communication, site management, adice • Monitoring Assessing effects of the ICZM program or projects, defining indicators, recommendations on plan revision (cycle)
