A short history of Asset Management • Confusion and blissful ignorance? • Audit Commission – Hot Property • Government issues requirements for Local Authorities to submit AMPs • Government attaches the stick (money) • Property gets talked about in LA’s • LA’s produce AMP’s • Awareness? • Action? • Government relaxes requirements, or at least the stick

  3. A short history of Asset Management (c’td) • Confusion and blissful ignorance.. But not quite as bad! • CPA Use of Resources introduces AM criteria • Local Authorities become interested again • Quirke Review of asset management • CAA heightens the bar • Credit Crunch • Budget • OEP • Audit Commission – Room for improvement • Spotlight on Property

  4. But is it really happening? • Some authorities are active strategically • Some are active in a few areas • Some tick boxes & pay it lip service • Some just concentrate on knee jerk savings • Some have forgotten it all together

  5. Where are you? • Do you know your path through the maze? • Have you gone as far as you would like? • What is holding you back? • Is it you? • Is it your organisation? • Or is it the system?

  6. The problems • Property needs to be aligned with goals, aim and objectives • Property is ‘illiquid’ • It should involve the whole organisation – “but we all live in buildings” • Plus? • Involves all headline resources • And it’s a Moving target

  7. It’s also a confusing target! CAA Back office integration Front office integration Manage Strategically TNRP Maximise Receipts PFI Transfer Assets to community Work with others Fit in with aims and Objectives Flexible working Arms Length Schools More Freedom? Joint Ventures Manage Locally Less Freedom? Health & Safety

  9. Improve communication • Communication should be at the right level for the right audience • Documents may need different versions for different audiences • Having meetings just to say that nothing is happening!

  10. Make sure you are customer focussed – they have choices! • Technical and professional arrogance? • Honest and open • Reaction times

  11. Understand the lingo! • CAA • OEP • Quirke • TNRP • LSP • MSP • LABV • ???

  12. Develop a strategy • A strategy needs to be developed from all the issues which are often competing against each other • Strategic/Service • Service/Service • Multi agency/Single

  13. You need to evangelise • Is your property message getting through? • Tell them the good news! • Do we even know what the good news is?

  14. Be a referee • Make sure people play within the rules • Some legislative standards are non negotiable • Some corporate standards will be non negotiable

  15. The answer is out there! • The solution is out there? • Networking • Benchmarking • Access to Best Practice • AMP/CPAS Networks • CBSS Conference

  16. Manage Performance • Data needs to be managed • At the right level • Prioritised • Targeted • Communicated • Managed

  17. Be prepared for a long slog! • It’s not just about putting systems in place. • It’s an ongoing arduous process that needs to be repeated, reinforced and reinvented regularly otherwise it will fail • Not forgetting ‘Whole life appraisal’

  18. Teach! • Do you provide training/awareness raising for • Property Staff • Service Managers • Building Managers • Members • Policy Makers

  19. Learn to Juggle! • We need to separate the strategic from the day job!
