PCT’s (with support from network) to prepare substantial variation impact assessments & liaise with OSC in conjunction with ASWCS Opportunity (optional) for an Informal briefingfor OSC/LINKs members Impact Assessment Presentation of proposals to each OSC & S.V impact assessment (Testing Section 244) Decision by OSC’s on substantial variation OSCs agree there is no substantial variation to Proposals (Section 242 and 244 Duties met) 1 or more OSCs agree there is a substantial variation on proposals & agree to establish Joint OSC (Section 244 applied) Implement service change Ongoing Section 242 involvement

Consultation on a “substantial variation” of service Joint OSC established (OSC’s to agree process for establishment) PCTs and Network Agree public involvement plan with each other Public involvement plan agreed By the joint OSC & implemented by lead PCT with support from ASWCS (Section 242 and 244) Obtain SHA approval To proceed. Outcome of involvement reported Chief Executives and Network Board Report on outcomes to Joint OSC OSC makes recommendations to Chief Executives of PCT’s/Network Board Joint OSC accepts proposal Joint OSC Refer to Secretary Of State Negotiations take place (as per SV agreement) to reach mutual agreement PCT’s & Network Board implement changes
