Dialogue + action = RESULTS Ethanol Plant inaugurated in Honduras HonduranPresident Juan Orlando Hernández & OAS Secretary General José Miguel Insulza cutribbon at openingceremony, July 15, 2014 • SEDI’s Dept. of Sustainable Development provided technical assistance to the Government of Honduras during planning and construction of the country’s first ethanol plant: • Capacity to produce between 600 to 800 liters of ethanol per day; • Supplied by small sugar cane farmers from local community; • Expands the country’s renewable energy production capability; • Concrete result of the US-Brazil Biofuels Partnership Agreement to advance regional cooperation on biofuels.

Dialogue + action = RESULTS OAS DevelopmentCooperationFund(Formerly FEMCIDI) • Restructuring process shepherded to completion • Fund name simplified to telegraph function and focus • Statutes & criteria to guide program implementation revised • New emphasis on resource mobilization and partnerships • Measurable, well-defined objectives built into process • Simplified process for grant application and reporting • 11 projects under implementation for the 2010/2011 FEMCIDI programming cycle amounting to $2,737,132 awarded

Dialogue + action = RESULTS 2014 Program Grants Approved for all Sub-regions • Cultural Satellite Accounts -- Peru, Bolivia, Colombia and Ecuador • Craft Enhancement and Business Planning Training to Support Human Capacity Building in the Public and Private Sectors -- St. Vincent and the Grenadines, Dominica, Antigua & Barbuda, Grenada, Jamaica, St. Kitts & Nevis and St. Lucia. • Youth network for creative exchange and artistic production -- Colombia, Peru and Uruguay. * 8 additional projects in the areas of Education, Science & Technology, Tourism and Culture are benefiting nearly all Member States. Total awarded: $2,737,132

Multiplying Impact Through COOPERATION 8 New Bilateral Cooperation Activities between Ministries of Labor to share experiences and bestpractices in labor legislation, employmentservices, and social dialogue werefacilitated through the Inter-American Network for Labor Administration (RIAL) 8 New Education Cooperation Agreements signed that will increase scholarship opportunities to study in Member States (Mexico, United States) and in Observer States (Belgium, Spain, and the Former Yugoslav Republic of Macedonia). These add to scholarship agreements already in effect Sustainable Destinations Alliance for the Americas represents the first-ever large scale, multi-sector initiative for sustainable tourism destinations within the region between the OAS, Central American Tourism Integration Secretariat (SITCA), Caribbean Tourism Organization, Royal Caribbean Cruises, and other partners OAS/PAHO Partnership on Social Protection: Agreement signed at the 2014 General Assembly for OAS-PAHO to work together to advance universal health coverage in the Americas as an essential element of social inclusion of the Inter-American Social Protection Network (IASPN)

Multidimensional approach to SOCIAL INCLUSION Public-Private Partnerships for Financial Inclusion high-level conference in New York brought together policymakers from 26 countries and over 100 banking and finance executives to trigger a dialogue on social change to support equality in the Americas; poverty alleviation policies; and programs to support financial inclusion, financial service delivery and education. Multiple cooperation and partnership opportunities were identified and agreements reached Methodology for Participatory Gender Assessments in Social Development Ministries developed by the IASPN and the OAS Inter-American Commission of Women (CIM) Diploma Course on Social Protection for the Americas: 28 practitioners from 11 countries participated in the blended learning diploma course. Online coursework offered through the Educational Portal of the Americas and complemented by onsite instruction at the Universidad Católica, Chile Inter-American Social Protection Dialogues (DIPS) series. The IASPN-DIPS series benefited 307 participants. 8 institutions -- World Bank, ECLAC, AFI, CRS, IEP/PC, VSL Associates, CFE and Fundación Capital – are program partners

Expanding access to QUALITY EDUCATION 350+ scholarships offered through the Partnerships Program for Education and Training (PAEC), the Professional Development Scholarship Program (PDSP), and the OAS Scholarship Program for Haiti. (The majority of 2014 scholarships to be awarded in the second semester). Over 900 citizens trained with 27 online courses offered through the Educational Portal of the Americas on topics such as teacher training, agriculture, ecotourism, and gender equality. 50 interest-free loans providedthrough the Leo S. Rowe Pan American Fund 600 Teachers from 17 OAS Member States received online training through the Inter-American Teacher Education Network (ITEN), a community of over 18,000 members. Over 90,000 Policymakers, Educators and Students participated online on onsite in Virtual Educa International Symposiums on innovation in education that were held in Trinidad and Tobago and Peru

Addressing Challenges For SUSTAINABLE DEVELOPMENT Sustainable Cities: 14 Community-based projects of U$50.000 each in areas such as clean energy, disaster management, transport and recycling solutions completed under Phase I of the Sustainable Cities Initiative. The call for grants for Phase II has been released. Biodiversity and Land Management: 12 project grants continued, improving the capacity of participating Caribbean countries to meet commitments made in the Caribbean Challenge to increase coverage and effective management of marine protected areas (MPAs). Sustainable Energy: 12-month wind data gathering exercise finalized in Jamaica, allowing the Government to perform a broader wind resource assessment for modern wind turbines. Sustainable Energy: National Work Plans on Closed Looped Cycle Production approved in Colombia, Panama, and Trinidad and Tobago.

Addressing Challenges For SUSTAINABLE DEVELOPMENT Risk Management and Climate Change: Implementation of the Comprehensive Disaster Management Strategy 2014-2024 in the Caribbean is being supported. A related capacity needs assessment was completed in Saint Lucia, which will inform broader Caribbean-wide discussions and progress in this field. Environmental Governance: New Inter-American Judicial Capacity Building Program on the Environmental Rule of Law. Related agreements signed with the Ministry of Justice of Paraguay and the Senate of Mexico with a third agreement to be signed with the Supreme Court of Argentina. Biodiversity and Land Management Through the Western Hemisphere Migratory Species Initiative (WHMSI), a Flyways for the Americas Strategy was developed to build country capacity to conserve and manage .

Supporting ECONOMIC GROWTH & INNOVATION First Americas Competitiveness Exchange on Innovation and Entrepreneurship60 government officials, chief executives, and academics from 20 OAS countries visited US sites as part of the work of the Inter-American Competitiveness Network (RIAC). New Competitiveness Center created in the Colombian Caribbean. Universidad Autónoma del Caribe (AUC) in Barranquilla builtontechnicalsupport and ontheexchanges enabled by the RIAC to design its new Caribbean Competitiveness Center (CCC). The center will conduct research, analysis, and present proposals on territorial and business competitiveness – particularly SMEs. New strategic partnerships with cooperatives. With its 42,000 cooperatives, 242 million members and over 350,000 jobs, the cooperative movement in the Americas is a privileged partner in promoting sustainable and inclusive development. Discussions to further promote the cooperative model in the region are underway.

  12. Supporting ECONOMIC GROWTH & INNOVATION Authorities of the Inter-American Telecommunication Commission (CITEL) committed in the Declaration of Santo Domingo at its Sixth Assembly to increase digital access and to foster and strengthen regulatory frameworks that promote competition, investment, innovation, users’ rights, and public-private partnerships. Port authorities at the 9th regular meeting of the Inter-American Committee on Ports (CIP) emphasized a continuing focus on "Innovative and Competitive Ports for Sustainable Economic Development with Social Inclusion in the Americas“ through 2016. 1st Maritime Awards of the Americas. Public and private recognized best practices are being documented and shared, providing an opportunity for inter-sectorial and inter-American cooperation. 10 new private sector partners joined the CIP as paid Associate Members, reinforcing public-private collaboration for port development and modernization.
