  2. Social Security Card Background • Social Security Card concept developed by Government in 1999 • Anti fraud and targeting tool • Key to improving citizen access to government services • A laminated paper card with limited personal information thereon

  3. HOW IS THE SOCIAL SECURITY CARD USED? From January 1st 2005 citizens need it for specific purposes • To apply for and be paid Poverty Family Benefit • To apply for and be paid Unemployment Benefits • To apply for and be paid Old Age and Disability Pension • To be paid wages or salary • To open a bank account • For a self employed person paying taxes or obtaining licenses • To pay state duties- example- importing goods

HOW CITIZENS GET THE CARD! • At the State Social Insurance Fund Local Office, • At the Republican Employment and Labor Agency LocalOffice, • At the Regional Social Service Agency Local Office and • At the Tax Administration Local Offices • At the Nork Center Social Security Card Processing Center

HOW HAS THE INTRODUCTION OF SOCIAL SECURITY CARDS IMPROVED TARGETING? • Every member of family applying for Poverty Family Benefit need a Social Security Card • This sole identifying number ensures that no family member can apply for Poverty Family Benefit more than ONCE! • The Social Security Card Number is the sole number linking all databases- social assistance- unemployment-pension-disability- earnings-wages • The earnings/wages of every member of family who is working You need a Social Security Card if you wish to open a bank account

FUTURE USE OF THE SOCIAL SECURITY CARD • As the Personal Tax Number • In State Cadastre- selling or buying property • To improve Health service delivery • To guard against money-laundering –illegal income- in the banking sector • Other possible uses- • for student grants • cancer screening • prescription drugs • licensing
