What is a preschool-aged student? • In New York State, a child age 3-5 and not enrolled in Kindergarten is considered a preschool-aged student. • Grade “PS” and Grade “PK” students are both considered preschool-aged.
What is the difference between grade “PS” and grade “PK”? • Grade “PS” students are NOT enrolled in a prekindergarten program in your school or a universal pre-K program. • Grade “PS” students are children referred to the CPSE for special-education eligibility determination (Code: 4034/140) and students receiving preschool special-education services (Code: 0011), i.e. at an approved preschool for students with disabilities or at home by the county. • Grade “PK” students are children who are enrolled in a prekindergarten or universal pre-K program. • Note: A student should only be reported as Grade “PK” if he/she is in a Pre-K program operated by your district or in a Universal Pre-K program under contract with your district.
How do you report a grade “PS” student’s enrollment & program service records? In this example, the child is: classified and receiving services : Grade PS: Classified/ Receiving Services Grade PS: Disability Type
In this example: The grade “PS” child is in the determination process and then classified: Grade: PS Determination Process Grade: PS Determination Process & Classified/ Receiving Services ** If Classified – Report a 5786 disability code in Program Services!
A Grade “PS” student whose determination process starts in one school year (4034) and ends in another (140) • If you have a Grade “PS” student referred for CPSE evaluation (4034) on 5/1/2011 for example and the CPSE determination (140) was made on 7/16/2011 for example, you would end the determination process (140) on 6/30/2011. You cannot start the next school year (which starts on 7/1/2011) with an Exit Code. • The exact dates for the 4034 and 140 codes would be collected from the Special Ed Events data.
How do you report a grade “PK” student’s enrollment & program service records? In this Example: Every PK student gets the 0011 enrollment record. However, only classified PK students get the 5786 program service record. Grade PK: Enrolled in a PreK Program in your Building If Classified/ Receiving Services – Give a 5786 Disability Type
How do you report a grade “K” student’s enrollment records when they received summer CPSE services? Enrollment Records for Summer CPSE Services (PS): Enrollment Records for Grade K - Starting in September
