Background • Administration on Aging (AoA) provides funding to states through the NSIP. The NSIP funds are designated to buy additional meals. • DADS is designated to draw down NSIP funds from AoA. • DADS is responsible for disbursing these funds (AAA & XX)
Background Con’t • NSIP funds are allocated based on meals reported nationally during the previous year. • DADS will allocate funds to AAAs & to Title XX based on their proportion of meals reported to the State.
NOTE • References to “Other Meals Eligible for NSIP Funds” are not referring to Title XIX (CBA) meals. Title XIX (CBA) meals are not eligible for OAA NSIP funds and must not be included in monthly reports for Other Meals Eligible for NSIP funds.
Provider Types • Common Providers- contracts with both DADS (XX) and a AAA (III). • Title XX – Only Providers- contract directly with DADS to provide XX meals and do not contract with a AAA. • AAA – Only Providers- contract directly with a AAA to provide III meals and do not contract with DADS.
Meal Types • Title XX Meals • AAA Meals • Other NSIP Eligible Meals – that are not funded by XX, OAA, or DADS (GR), which meet the OAA & NSIP meal requirements.
Eligibility Requirements • 60 years + who is determined eligible through a functional assessment. • Spouse (regardless of age) of a person 60 years + who is receiving a meal according to OAA rules and regulations.
Eligibility Requirements Con’t: • A minimum of 33 1/3% (DRI) one meal per day. • Allowable substitutions • Have a Dietitian or has a degree in food & nutrition
Eligibility Requirements Con’t: • Title XIX (CBA and ICM) meals are not eligible for NSIP funds. • Allocation of NSIP funds for Other NSIP Eligible meals is a courtesy to providers & may be rescinded for misuse or abuse.
NOTE DADS Title XX and AAA providers may not charge a fee to recipients for meals provided.
Common Providers • Prepare two separate reports • AAA (other) & DADS (XX) • Form 2071 • 10th of each month
Title XX-Only Providers • Provide previous month’s numbers for Title XX meals & Other Eligible meals. • Form 2071, Report of NSIP Eligible Meals • DADS Contract Manger • 10th of each month.
AAA Only Providers • Provide previous month’s numbers for Title III meals & Other Eligible meals. • Use the method established by the AAA. • Designated AAA contact. • Client tracking system.
Documentation All providers participating in the NSIP program must maintain documentation, including site rosters and documented eligibility for all meals reported.
On-Site & Desk Reviews AAA &/or DADS contract management staff will conduct desk & on-site reviews to verify providers are maintaining the required information.
Records Maintenance Providers must maintain a copy of all documentation related to eligible meals reported as NSIP eligible according to the terms of their contract, or until all audits, claims, or litigation have been resolved.
Rates Changes in the procedures for claiming NSIP funds do not change the requirement that AAAs & DADS jointly negotiate rates for Common Providers through the rate setting process.
