End Event Delayed Level 1 Emergency Upon being notified that a potential event delay exists, the Venue Coordinator will immediately notify the members of the Venue Emergency Response Team (VERT). The VERT will immediately assemble at a secure, private and convenient location on premises. The team will reduce the situation to basic details and current conditions. The team will assess immediate response needs, (i.e. medical, security, facilities, equipment repair, etc.) and determine an appropriate response.   2. Event Postponed or cancelled? End Event Delayed (Cont) Level 2 Emergency The Venue Coordinator will notify the Joint Operations Command Center (JOCC) of the delay an estimated restart time. The JOCC will notify the Crisis Management Team (CMT) to provide this information to necessary resources. The Venue Coordinator, JOCC and the CMT will jointly decide if the event should be postponed or cancelled. End Event Cancelled Level 2 Emergency Upon being notified that a potential event cancellation exists, the Venue Coordinator will immediately notify the members of the Venue Emergency Response Team (VERT). The VERT will immediately assemble at a secure, private and convenient location on premises. The team will reduce the situation to basic details and current conditions. The team will assess immediate response needs, (i.e. medical, security, facilities, equipment repair, etc.) and determine an appropriate response. The Venue Coordinator will notify the JOCC Director of their proposed plan. The JOCC Director will assemble the Crisis Management Team (CMT) to review the situation. The Venue Coordinator, in consultation with the the JOCC Director and the Crisis Management Team will jointly decide if the event shall be cancelled. YES NO Event cancelled? Written information concerning the situation and the response will be gathered and submitted to the JOCC in the daily event report.

  6. End Event Cancelled (Cont) The Venue Coordinator will notify all on-site Functional Area Leaders of the cancellation. On-site PA announcements of the cancellation will be made. The JOCC will notify Special Olympics Inc. (SOI) and relevant GOC Functional Areas Directors to provide this information to necessary resources. The JOCC will notify the Media Communications Center of the cancellation. The Venue Coordinator will provide written information concerning the situation and the response to the JOCC as soon as possible.

A Change of Venue Level 2 Emergency Upon being notified that a potential change of venue exists, the Venue Coordinator will immediately notify the members of the Venue Emergency Response Team (VERT). The VERT will immediately assemble at a secure, private and convenient location on premises. The VERT will reduce the situation to basic details and current conditions. The team will assess immediate response needs, (i.e. medical, security, facilities, equipment repair, etc.) and determine an appropriate response. The Venue Coordinator will provide the Joint Operations Command Center (JOCC) with an initial overview of the situation and their proposed plan to change the venue. The JOCC Director will assemble the Crisis Management Team (CMT) to review the current situation and possible solutions. The Venue Coordinator and the GOC Director of the JOCC will jointly decide if the change of venue will occur.

  8. A End Change of Venue (Cont) NO Venue Changed? YES Refer to the policies and procedures on “Event Delayed”, “Event Postponed”, or “Event Cancelled”. The JOCC will notify Special Olympics Inc. (SOI) and the GOC Functional Area Directors to provide this information to necessary resources. The JOCC will notify the Media Communications Center of the event venue change. The Venue Coordinator will provide written information concerning the situation and the response to the JOCC as soon as possible.

  9. A Venue Evacuated? End Venue Evacuation LEVEL 3 EMERGENCY Upon being notified that a potential venue evacuation exists, the Venue Coordinator will immediately notify the members of the Venue Emergency Response Team (VERT). The VERT will immediately assemble at a secure, private and convenient location on premises. The team will reduce the situation to basic details and current conditions. The team will assess immediate response needs and determine the appropriate response. YES NO The Venue Coordinator will begin to evacuate the venue in accordance with site specific evacuation plan. At the earliest reasonable time, normal operational procedures will be re-established as much as the situation and conditions permit. The Venue Coordinator will contact the local emergency services. Written information concerning the situation and the response will be gathered and submitted to the JOCC in the daily event report. The Venue Coordinator will notify the Joint Operations Command Center (JOCC) of the postponement and an estimated restart time.

End Bomb Threat LEVEL 3 EMERGENCY When a telephone bomb threat is received, the Operator taking the call will immediately utilize the bomb threat checklist and ask the questions as listed. The person receiving the threat shall notify their Venue Coordinator and Venue Security Leader. The Venue Coordinator will notify the JOCC Director of the telephonic bomb threat. The JOCC Director will assemble the Crisis Management Team (CMT) to review the current situation and possible solutions. The JOCC Director and the Venue Coordinator will jointly decide if a cursory search of the venue is to be initiated. NO YES The JOCC will notify the local law enforcement agency having jurisdiction where the original phone call was received. A crime report will be taken The Venue Coordinator of the identified site assembles the Venue Emergency Response Team (VERT) and initiates a cursory search of the venue. The Venue Coordinator will cause an incident report to be completed and submitted to the JOCC as soon as possible.

  13. A Can the owner be identified? End Suspicious Package A package of unknown ownership is located. YES NO The package is released to its owner. The package is to be considered suspicious in nature. Written information concerning the situation and the response will be gathered and submitted to the Joint Operations Command Center (JOCC) in the daily event report. The item is not to be moved and the area surrounding the suspicious package is to be isolated. Notification is to be made to the Venue Coordinator, the Venue Security Leader and on-site law enforcement.

  14. A End End Suspicious Package (Cont) The Venue Coordinator notifies the JOCC of the suspicious package. The JOCC Director will assemble the Crisis Management Team (CMT) to review the current situation and possible solutions. The JOCC Director and the Venue Coordinator will jointly decide if the Explosive Ordnance Disposal (EOD) team is to be dispatched. The EOD team is contacted by the JOCC to respond to the suspicious package. The JOCC Director notifies the Media Communication Center of the EOD response. NO Is the suspicious package found to be explosive? YES The EOD team will follow their normal operating procedures. The Venue Coordinator will notify The JOCC Director of the negative findings. The Venue Coordinator will yield to the direction of the local law enforcement agency. The Venue Coordinator will cause an incident report to be completed and submitted to the JOCC as soon as possible. The JOCC Director notifies the Media Communications Center of the findings.   15. A Delegate located? End Missing Delegate – On Venue Level 2 Emergency Missing delegate reported to venue security. The Venue Security Leader will confirm the report of the lost delegate with the available delegation leaders on-site. The Venue Security Leader will request a description of the individual and pertinent data. This information will be distributed to all security personnel and information services. The information and data taken will be distributed to all security personnel and information services. Security will conduct a cursory search of the venue. The Venue Security Leader will notify the Venue Coordinator who will notify the Venue Emergency Response Team (VERT). NO YES The Venue Security Leader will advise the police officer on site and the Venue Coordinator that the delegate has not been located. The found delegate is returned to the authorized delegation leaders. An incident report will be filed by the Venue Coordinator. The Joint Operations Command Center (JOCC) will be notified when law enforcement support is requested by the Venue Coordinator.

The law enforcement officer on site will follow their standard operational procedures. NO YES Delegate Located? On-site law enforcement officer will relinquish the investigation to his agency. The found delegate will be returned to the authorized delegation leaders/Parent or Guardian. An incident report will be filed by the Venue Coordinator.   17. A End Found Delegate On Venue Delegate reported found to venue security. Security will retain the delegate at their present location and notify the Venue Security Leader. The Venue Security Leader will notify Information Services and the Venue Coordinator of the found delegate. The Venue Coordinator will provide the Venue Emergency Response Team (VERT) and all other Functional Area Leaders with a description of the found child. A Public Address announcement will be made in accordance with the standard PA announcements for found children/delegate(s). The on-site law enforcement officer is notified by the Venue Security Leader to escort the delegate to the pre-determined secured location within the venue. NO YES Parent/Guardian Located? The found delegate will be returned to the authorized parent or guardian. Written information concerning the situation and the response will be gathered and submitted to the JOCC in the daily event report.

The JOCC notifies all venues of the found delegate, complete with description and all pertinent data.   32. A End End Mass Casualty/Illness Situation On Venue Games personnel are notified of a potential situation of mass casualty or illness at a venue. The Games personnel are dispatched to the site of potential mass casualty or illness Level 3 Emergency YES Medical/Safety personnel on-site? NO Mass casualty/illness situation? YES Local Emergency Services (911) are contacted. NO Venue Coordinator notifies the JOCC Director of mass casualty/illness situation. The Venue Security Leader or Venue Medical Leader will notify the Venue Coordinator of the current situation. Local Emergency Services assumes control of incident. The Venue Coordinator or The JOCC Director will request additional emergency personnel if appropriate. The Venue Coordinator will file an incident report with the JOCC as soon as possible.   33. A End Mass Casualty/Illness Situation On Venue (Cont) The Medical/Safety personnel are dispatched to the site of mass casualty or illness. Local Emergency Services (911) are contacted. On-site Games personnel are deployed to the location of the incident. The Venue Coordinator will notify the JOCC Director of the incident. Local Emergency Services assume control of the incident. The Venue Coordinator or The JOCC Director will request additional emergency personnel if appropriate. The Commanding Officer at the JOCC will notify the the Chief Executive Officer (CEO), Media Communications Center, and Special Olympics Inc. (SOI). The Venue Coordinator will file an incident report with the JOCC as soon as possible.

  34. End Behavioral Crisis The VSC is notified that a behavioral situation is in progress. The VSC notifies Security and Medical to respond. Venue Coordinator is notified. Coach or Delegation Leader is notified. Is there a Behavioral Specialist assigned to the Venue? NO YES The Security and Medical personnel (and the Coach) will attempt to calm the Athlete and defuse the situation. Contact Behavioral Specialist and request them to report to the scene or VSC. Take Athlete to the venue Medical Station. If Athlete refuses to be moved, Security should remove bystanders. Venue Coordinator is notified, and VERT is assembled if situation persists. The team will assess the situation and determine action. The Venue Coordinator notifies the JOCC. The JOCC will notify the Crisis Management Team, as appropriate. Venue Coordinator will submit an incident report to the JOCC as soon as possible.

  35. End Death of a Delegate Level 3 Emergency The JOCC is notified that a death has occurred. The JOCC Director will notify and assemble the Crisis Management Team. The Crisis Management Team will initiate appropriate action as necessary to determine the cause of death from local law enforcement, the Medical Committee, and/or the appropriate Head of Delegation. The notification of the next of kin will be determined by the JOCC and SOI in conjunction with the Medical Examiner. The JOCC will dispatch grievance counselor(s) to the appropriate delegation and/or delegates who were witness to the incident. The JOCC in conjunction with SOI, will assist with proper disposition of the remains. The JOCC Director will compile the appropriate reports and retain in file.

  36. Violation of Games’ policy? Is it criminal activity? End End Criminal Activity Venue Security is notified of an incident that could be criminal in nature. Security notifies Venue Security Leader and requests that the Venue Security Leader and the on-site local law enforcement officer respond to the location of the suspected criminal activity. The Venue Security Leader and on-site law enforcement respond and determine if the incident constitutes criminal activity. The Venue Security Leader will determine if the activity is in violation of the Game’s policy. NO YES YES NO Person(s) providing the initial statement of suspected criminal activity will be advised of the final disposition. The on-site law enforcement officer takes appropriate action, and the Venue Security Leader assists as appropriate. Written information concerning the situation and the response will be gathered and submitted to the JOCC in the daily event report. The Venue Security Leader notifies the Venue Coordinator and the JOCC of the incident and the action taken by the on-site law enforcement officer. The Venue Security Leader will complete the incident report. Refer to “Disorderly Conduct/Trespass”portions of the Security Policies and Procedures manual.

  37. Will system impact games? End End Inclement Weather Inclement weather reported to the Venue Coordinator. The Venue Coordinator will verify the report of inclement weather by use of on-site meteorologist or National Weather Service (NWS) via the Joint Operations Command Center (JOCC). The type of inclement weather system will be identified to the Venue Coordinator, including type, arrival time, intensity and duration. NO YES Normal operational procedures will be reestablished as much as the situation and conditions permit. The Venue Coordinator, in conjunction with the JOCC, will determine the appropriate plan of action. The JOCC and Venue Coordinator will refer to the policies and procedures on “Event Delayed”, “Event Postponed”, and/or “Event Cancelled”.
