Step 1: Cooking Energy Solutions • Analysis of Available Data and Identify Gaps (Timeline: 0-3 months): • Regarding cooking needs • Local fuel/energy source availability • Develop guidelines (Timeline: 0-3 months): • Fuel/energy efficiency • Air quality • Safety
Step 1: Cooking Energy Solutions • Generation of cooking solutions (Timeline: 0-12 months, maximum) • Cooking solution: Fuel/Energy source + stove + utensils • Menus (Rice based, Roti based) • Fuel/Energy sources (LPG, biomass fuels, biogas, solar, electricity?, combinations of any of these)
Step 1: Cooking Energy Solutions • Basket of solutions generating a decision matrix to be developed
Step 2: Kitchen Architecture – with reference to cooking energy needs (Timeline: 4 to 12 months) • Issues to consider • Ventilation • Comfort of cook • Safety • Fuel storage in association with food storage • Basket of solutions depending on climatic conditions, cooking practices, etc.
Step 3: Training • Syllabus/curriculum development (Timeline: 11-14 months) • Awareness raising at policy, state, district, block • Awareness raising in schools (for selection of cooking solution to meet the need, within local constraints and budgets) • Operation and maintenance, and safe and efficient cooking practices training for cooks • Refresher trainings - annual
Step 4: Supply Chain • Approval of manufacturers and rate contracts (Time period: 15 – 20 months) • Manufacturing of equipment as per guidelines • Installation and user training • AMC support with spare parts, etc. • One Time Supply (Capital Expense) • Recurring Supply (for fuels) • LPG (or CNG) through direct linkage with petroleum companies (will require direct payment to supplying companies) • Biomass fuels through local suppliers to be purchased directly by the schools individually or as a cluster (will require cash transfer to schools)
Step 5: Monitoring (for cooking energy) • Performance of cooking system in field • Health impact for kitchen staff • Safety
Finance • For R&D (Time period: - 3 months to 0 month) • MDMS + MNRE • For Capital Expense • Some provision from MDMS is a must • Convergence with MNRE can be explored • Convergence with petroleum companies, coal companies, etc., can be explored (through CSR budgets?) • Through community contribution • For Operating Expense • Provision from MDMS only • For Training, Awareness, Survey, Monitoring • Provision from MDMS only
