ABOUT ICPE • ICPE is an international intergovernmental organization with headquarters in Ljubljana (Slovenia) • It originates from the International Center for Public Enterprises in Developing Countries, set up on a United Nations initiative in 1974 • Later in 1997, the formal name of the Center was changed to International Center for Promotion of Enterprises • Today ICPE has 18 Member States from Europe, Asia, Latin America and Africa • ICPE is currently conducting intensive discussions with 8-10 countries, potential candidates for new Member States (or at least observers or active Associate Members) • ICPE is your strategic partner in pursuing research, designing and applying international development programmes and conducting training in the field of public sector and public services • Organizational structure: slim, clean and lean

VISION AND MISSION OF ICPE • To become a hub of excellence in financial and social responsibility performance for public enterprises • To become an important partner for efficient and productive public enterprise management with the participation and interaction of a broad range of stakeholders - researchers, entrepreneurs, and public authorities. The instruments for this will be the exchange of best practices between members, comparative research studies with the aim of upgrading the proficiency and knowledge of public enterprises regarding innovations, and educational programmes

GREEN INDUSTRY MBA • In 2010 ICPE launched in cooperation with the Jožef Stefan International Postgraduate School an international e MBA programme, widely considered groundbreaking in applying innovative management to climate change problems, combining social responsibility and entrepreneurial success • Green Industry MBA graduates possess a firm grounding in cleaner technologies and their industrial applications with the requisite management skills to oversee complex climate change mitigation and adaptation projects in local communities, governments, businesses, NGOs or other organizations round the world
COOPERATION WITH IIPA • Objectives of the Programme • Provide a strong foundation in basic management, economics and public policy • Familiarize participants with contemporary economic conditions, highlighting critical issues that impact public policy and development of public enterprises • Provide participants with a comprehensive exposure to corporate law and regulation • Expose participants to case studies, best practices, and provide hands on experience through project attachments and mentoring • Provide sharpen abilities in presentation, negotiation, conflict and change management
SME TraiNet PROGRAMME • ICPE is a partner in the SME TraiNET programme, a project funded by the European Commission under the Lifelong learning programme • The objective is to foster dialogue between young businesses and training providers
SHORT-TERM TRAINING PROGRAMMES • ICPE provides training programmes on diverse topics, ranging from: • public administration, • budgeting and financial management, • public sector enterprises, • current economic trends and economic cooperation, • health sector and social security, telecommunications and ICTs, etc. • The contents and duration of programmes are customised according to the needs of each individual partner institution • Training programmes also include visits to the neighbouring countries - Italy, Austria, Germany, Switzerland and Hungary, which offers a unique opportunity for participants to learn and experience the cultural, administrative as well as managerial diversity of EU
ICPE PROJECTS & EVENTS ICPE conferences and roundtables ICPE organises specialised conferences and events - in 2010, ICPE organised the first of the “Future Challenges of Public Sector Enterprises” international symposiums ICPE also conducts conferences and roundtables on international and cross-cultural business cooperation ICAM conference (Integrated Environmental Management of Adriatic - Black Sea Coastal and Danube/Sava River Basins) Journal Public Enterprise ICPE has been publishing a quarterly journal Public Enterprise for many years, incorporating articles on public enterprises issues - the last issue was published in 2010 and includes articles, presented at the symposium on Future Challenges of Public Sector Enterprises
High Level Meeting of the State Ownership Authorities • Ljubljana (Slovenia), 5 - 6 September 2011 • State holding supervisory agencies • Country presentation and exchange of experiences/best practices • Invitations to ICPE Member States and other 30 countries • Issues on PSEs and organization of the state ownership function within the country: • Who is responsible for the determination of strategic goals of PSE? • How is strategic planning coordinated between enterprises and ownership policy makers? • How is balance between commercial and non-commercial objectives achieved? • Who is responsible for achieving of PSE goals? • Who is responsible for privatization strategy and its implementation? • How private-public dialogue is involved in PSE management systems? • Which modalities are used for representing the state interests in the PSE board of directors? • How is the responsibility for governance of PSE distributed and coordinated among state authorities?
ICPE PROGRAMMES IN 2011 BASIC DOCUMENT IS ICPE STRATEGIC PLAN ADOPTED BY ICPE COUNCIL MEETING (10 NOVEMBER 2010) with 3 PRIORITY OBJECTIVES: • To develop specific country programmes for member states, starting with Slovenia as a host country, as per their interests and needs; • To develop specific educational and efficient PSE management programmes; • To strengthen cooperation with international organizations. ICPE PROGRAMMES - PROJECTS/ACTIVITIES IN 2011: • The second high level meeting of the state ownership authorities (5-6 September 2011, Ljubljana, Slovenia) • Procurement Assistance Center (PAC) • Activities in the field of International development assistance/cooperation (MFA) • Activities in cooperation with UNIDO (ICPE representative in Vienna) • Activities in cooperation with OECD (projects and events) • Activities in cooperation with ITU, UNCTAD and ILO • Internationalization of Slovenian economy and higher education (JAPTI, MHEST) • Short term training programmes for ICPE Member States • Green Industry MBA postgraduate programme (1st year) • High level visits and events at ICPE: Minister of Foreign Affairs of RS, President of National Council, President of ICPE Council, ambassadors, etc.
