Transnational cooperation programme – SEE http://www.southeast-europe.net • aims to develop transnational partnerships on matters of strategic importance • to improve the territorial, economic and social integration process and to contribute to cohesion, stability and competitiveness of the region.
Transnational cooperation programme - SEE 4 priority axes: Priority Axis 1: Facilitation of innovation and entrepreneurship Priority Axis 2: Protection and improvement of the environment Priority Axis 3: Improvement of the accessibility Priority Axis 4: Development of transnational synergies for sustainable growth areas
Transnational cooperation programme - SEE Each priority axes is divided into Areas of Intervention (AoIs). Example for priority axis 2(most relevant for NMHSs): AoI 2.1: Improve integrated water management and flood risk prevention AoI 2.2: Improve prevention of environmental risks AoI 2.3: Promote cooperation in management of natural assets and protected areas AoI 2.4: Promote energy and resource efficiency Each project should be devoted to one of AoIs.
Transnational cooperation programme - SEE Project calls are published on TCP-SEE web page. 2 calls already completed, first information about 3rd call is expected this autumn (call is expected to be published next spring). Each call has its own priorities. For example, 2nd call didn’t contain AoI 2.1 (integrated water management and flood risk prevention) among priorities. Consequently, projects containing flood risk assessment had little chance for success in this call.
Transnational cooperation programme - SEE • !!!! Very important !!!! • Projects should cover most of SEE area. Projects aiming at smaller, isolated sub-regions have smaller chance of success (in TCP language - projects should have “transnational character” and should be executed by “transnational approach”). • Not only institutions with knowledge and expertise should be included in partnership. It is important to have decision-making bodies and institutions, relevant for policies and strategies of regional development on-board.
Transnational cooperation programme - SEE • For 1st and 2nd TCP project call, a 2 phase procedure was applied. • Phase – Expression of Interest: Very short (cca. 5 page in length) description of proposed project. Rough description of proposed outputs and deliverables, description of project partnership and estimation of budget. • !!!! Very important !!!! • In case of success in 1st phase, applicant (project lead partner) is constrained to partnership and budget stated in EoI. Large deviations might be reason for rejection during 2nd phase. Although it is not difficult to prepare EoI, lead partner should approach preparation seriously. • It is recommended to: • Have a preparatory meeting with potential project partners • Get their written “letter of intent” to participate in the project • Require care in preparation of budget estimation
Transnational cooperation programme - SEE For 1st and 2nd TCP project call, a 2 phase procedure was applied. 2. Phase – Application form: Extensive description of project, outcomes, budget, time plan etc. Only for those project that are invited to enter 2nd phase (again – importance of good preparation and justification of EoI). Normally, less than 30% of proposals are invited to enter into 2nd phase. !!!! Very important !!!! An extensive knowledge on EU project preparation and management needed. If not available at the applicant (lead partner) institution it is highly recommended to involve consulting firm with experience in this field already at this stage of the project to ensure highest chances for success in 2nd phase.
Transnational cooperation programme - SEE Project management !!!! Project management in TCP and reimbursement procedures are extremely demanding from the administration point of view and take up to 1 year to get reimbursement (situation is different for IPA countries). It is almost essential that lead partner ensures help of external project management consultant already in preparatory phase. The costs are eligible for reimbursement!
