  2. BACKGROUND • Government announcement July 2005 • Strategic Health Authorities (SHAs) to ask Primary Care Trusts (PCTs) to develop proposals regarding PCTs • Cheshire & Merseyside propose reduction from 15 to 7 PCTs • Consultation period - Wednesday 14 December 2005 to Wednesday 22 March 2006.

The Role of Primary Care Trusts • Health Improvement: • Improve and protect the local population’s health and reduce health inequalities • Ensure that health professionals play a key role • Commissioning: • Commission a range of safe and effective health services, working closely with partners • Increase GP involvement in decisions about services • Out of Hospital Care – Service Development: • Ensure range of services provided to meet local needs with appropriate clinical leadership

Options for Wirral • Option 1 – no change • Option 2 - a new PCT covering the Borough of Wirral • Option 3 - a new PCT covering: • the Borough of Wirral • the City of Chester • the western part of the Borough of Crewe & Nantwich, the Borough of Ellesmere Port & Neston, and the western part of the Borough of Vale Royal • Option 4 - a new PCT covering the Borough of Wirral and the county of Cheshire.

  6. THE PREFERRED OPTION • The creation of a new Primary Care Trust for Wirral with the same boundary as the Borough of Wirral • The consequential dissolution of Bebington & West Wirral PCT and Birkenhead & Wallasey PCT • Depending on the outcome a new organisation will become established between 1 July 2006 and 1 October 2006
