LOCAL HIGHWAY EFFICIENCY SUMMIT • 90 people attended the Summit on October 1, 2010 • Local subject matter experts made presentations on 17 topics • Presentations and video clips can be viewed at: http://www.idahocities.org/index.asp?Type=B_BASIC&SEC={AFD9FC37-C4B4-4458-898D-05AC1437C96A} • All areas of the state were represented • 25 county officials • 30 highway district officials • 15 city officials • 20 transportation stakeholders LHTAC

Local Efficiency:Preliminary Conclusions • Most local highway jurisdictions are implementing best management practices • 87% of local road miles are included in a transportation plan • 80% of local road miles are included in pavement management plans • It is common practice to pool purchasing, share equipment and undertake joint projects • The process for sharing resources ranges from informal agreements to formal written agreements • Employee training is a high priority of local highway jurisdictions, recognizing that knowledgeable staff will increase efficiency LHTAC

  5. Recommendations • Best management practices: 17 recommendations • Cooperative agreements and activities: 7 recommendations • Efficient use of manpower, equipment and materials: 11 recommendations • Local funding mechanisms: 9 recommendations LHTAC

  6. NEXT STEPS • LHTAC and the 3 Associations will evaluate and prioritize the recommendations • We will identify barriers to implement prioritized recommendations • LHTAC will incorporate the Summit conclusions and recommendations within the Local Performance Study (Scheduled for November 15th) LHTAC
