  3. PROJECT OVERVIEW The 29th Executive Committee meeting in Beijing in November 1999 approved Production Sector Gradual Phaseout Project Gradual phase-out of CFC production by 2010 in India

  6. PROJECT OVERVIEW contd. • US$ 82 million includes enterprise compensation and Technical Assistance (TA) component. • The World Bank is the implementing agency. • UNEP provides assistance in managing the TA component.

  7. PROJECT MANAGEMENT UNIT Under technical assistance program, a Project Management Unit (PMU) was setup in Feb. 2001 for implementation of CFC production sector phase-out and TA activities. It has been registered as a society in Feb 2002 under PMU PMU is working under the overall supervision of the Ozone Cell. Its activities are being monitored and guided by UNEP – DTIE, Division of Technology, Industry and Economics and The World Bank (WB).

  8. PMU – TechnicalAssistance • PMU was established to facilitate project implementation for ODS phaseout. • The first PMU was set-up under ODS III project. This unit was legally established as a Society. • PMU was expected to act as an interface between the Project, Implementing Agencies, Government of India and other project beneficiaries. • PMU was primarily playing a role of providing technical support and assistance to the project. • Compliance era- we are in this era and successfully achieving targets till date.

CFC PRODUCTION ( in a nutshell ) • US $ 82 million was approved – US $ 80 million as compensation to 4 enterprises and US $ 2 million for technical assistance for set up of the PMU, with a Coordinator to oversee implementation. • A Project Management Unit (PMU) is set-up for managing technical assistance component of CFC production phaseout and monitoring CFC production phaseout. • Production reduction from about 22,588 MT in 1999 to nil in 2010. Targets from 1999 to 2006 have been met with a total reduction of 15186 MT achieved. • India is permitted CFC production of 7342 MT in 2006.
