1. BACKGROUND • 1980’s & early 1990’s international cooperation and solidarity were the key drivers for bilateral relationships between universities in Europe and Latin America. • The end of the cold war, globalisation of the economies and the drive for regional integration, in the past 5 years have lead to increased competitiveness and trade in higher education. • Multilateral and bilateral strategic alliances are taking more and more the place of the old bilateral cooperation agreements between institutions of higher education in the two regions.
1. BACKGROUND • In this framework the PIHE Network is looking to examine the changes taking place in 2 key areas: • “International cooperation, and specifically EU – AL partnerships”; • “Internationalisation and funding strategies”;
2. OBJECTIVES • Establish a general framework for different types of partnerships between LA & EU Higher Educations Institutions; • Present an overview of the funding policies offered by organizations at different levels; • Offer some conclusions with regard to strategic planning and quality assurance mechanisms for internationalisation.

OBJECTIVES • QUESTIONS • How are the afore-mentioned changes affecting the relationships between institutions in Europe and Latin America? • Will there be still opportunities for equally balanced interuniversity partnerships? • What is the possible role of joint and double degree programmes between institutions of the two regions? • Can competitiveness and equal partnerships go hand in hand?
2. OBJECTIVES • QUESTIONS • What are funding policies for internationalisation like at different levels? • What new funding strategies for international development can be developed? What does this mean for strategic approaches to internationalisation of institutions in the two regions?
