EXCERPT FROM CHARLOTTE DANIELSON’S FRAMEWORK FOR TEACHING 2011 EDITION
Principal evaluation • Act 222 of 2009 – Leadership Coordinating Council worked with Doug Reeves’ Center for Leadership and Learning to draft a Principal Evaluation System • Ten Districts are piloting the system during the 2011-2012 school year and will continue in the 2012-2013 school year • All principal evaluation forms can be found on the ADE website • Parallels teacher evaluation system
Principal evaluation – cont. • A.C.A. §6-17-2809. Administrator evaluations. The Department of Education shall provide technical assistance to school districts for developing and implementing instruments to evaluate administrators that weight an administrator evaluation on student performance and growth to the same extent as provided for teachers under the Teacher Excellence and Support System.
Standard 2: An education leader promotes the success of every student by advocating, nurturing, and sustaining a school culture and instructional program conducive to student learning and staff professional growth.
So, where are we and what do we do now? More questions than answers • What do we do about special education, ELL, distance learning, etc? • What are appropriate assessments for non-tested areas? • Districts should be reviewing the rules NOW to start conversations with administrators and teachers about appropriate measures and artifacts for their district • How will student growth be incorporated into the framework and evaluation • How do we change professional learning to address individual needs, rather than one-size fits all
So, where are we and what do we do now? • 11 Schools are participating in a pilot for the 2012-2013 school year • It will be important to obtain feedback from districts in the pilot and make changes as needed • Training –Must train all teachers and principals during the 2012-2013 school year and summer of 2013 – evaluators MUST pass certification test • We are looking at the best resources and options available to deliver the training • Districts may want to consider reallocating resources and looking at changes in building level administrators roles
How can we make this as successful as possible? • Understand that we will have to adjust the evaluation system as we go through this process • Be positive and supportive to our administrators and teachers • Be patient • Most important – though this system may be tough for the adults in the beginning, it is going to give teachers the support they should have had long ago AND IT IS WHAT IS BEST FOR STUDENTS! • Most important lesson learned from the pilot of 2009-2010 was the professional conversations and professional growth for our teachers
