Energy Capital Partners • North America energy infrastructure private equity fund • Energy Capital Partners I, LP and its parallel investment vehicles (“Fund I”): • $2.25 billion committed equity in Fund I • 14 investments in Fund I including: • SunZia Southwest Transmission Project • Solar, energy efficiency, emissions controls, generation • Currently raising Energy Capital Partners II, LP and its parallel investment vehicles (“Fund II”) • Targeting $3.5 billion committed equity in Fund II • 4 investments in Fund II including: • Power Line Services • 21st Century Transmission • 28 investment professionals, 38 employees • Team has over 350 years of energy industry experience and track record of successful energy infrastructure investments totaling over 150 North American assets • Track record prior to formation of ECP includes the Path 15 transmission project; Perry Cole, a Managing Director at ECP, was Project Manager of Path 15
PDS Consulting, PLC • Specializing in Power Delivery Systems (planning, project management, etc.) • Provide transmission and distribution interconnection, related technical analysis (WECC Member) • Active in Regional Planning SWAT, CCPG, etc. • Project Management Services • SunZia Southwest Transmission Project • Phase 0 – Project Manager (feasibility, regional planning, open season, development agreement) • Phase 1 – Assistant Project Manager (Engineering Manager, project rating studies, support EIS) • Other technical and engineering support as requested
Project Proposal • Significant interest in delivering renewable energy to the Eldorado Valley from the north (WY, MT, ID and NV) for a total of nearly 12,000MW • Two Potential Projects (175 to 200 miles) • AC – New single or double circuit 500kV (230kV?) • DC – New or Upgrade of existing 500kV AC lines • Increase Eldorado Valley “outlet” capability by approximately 1200-3000MW total (non-simultaneous to Path 46) • Deliver renewable energy to Los Angeles area “load centers” near Rancho Vista) • Within CAISO or Western Balancing Authority
Double Circuit 500 kV Tower Design • Planned Construction Using Lattice Steel Structures & Monopole Steel Structures • Preferred Structure Will Be Determined by Which is More Suitable for the Region Along the Route
SCIT Discussion Southern California Import Transmission (SCIT) Nomogram • CAISO manages SCIT • Operational Nomogram studied each season and VARIES • 18,886MW Max (today) • Vertical Axis includes WOR and will have to be increased as new stresses are added from the Eldorado Valley towards LA
Upgrade 500 kV AC to DC • Mead to Adelanto 500kV designed for DC • Could be relatively easy to upgrade to 3000MW DC • Adelanto near Los Angeles load center • CAISO and LADWP coordination required • Current owners are LADWP, SCE, SCPPA, etc. • Eldorado Valley – Lugo – Mira Loma Upgrade to DC • Would require some rebuild of existing AC line • Mira Loma is a major substation for the LA loads • Would relieve the South of Lugo congestion issues • CAISO and SCE coordination • Current owners are SCE, CDWR, ANZA • Provide a controllable, low loss path from the Eldorado Valley to the Los Angeles load centers
New AC (or DC) Circuit • Existing corridor from Eldorado Valley to LA is limited by the flow “South of Lugo” (CAISO internal path) • Propose a new corridor further east of existing corridor along Colorado River to San Bernardino County (Rancho Vista) • Opportunity to interconnect additional solar customers between I-40 and I-10 (AC only, potential for Hybrid?) • Double circuit 500/230kV may provide best access to generation and loads, or a double circuit 500kV (AC/AC and potentially AC/DC) • Can be coordinated with other projects along the river or directly towards load centers (loop into Mohave).

Near Term Tasks • SWAT Regional Planning • Participate in Eldorado Valley Study Group • Include with Colorado River Transmission (CRT) review as a potential component of Path 46 • Establish Review Group for compliance with WECC • Western • Continue with SMRT technical and commercial forums • CAISO • Participate with CTPG • Participation Interest and Project Plan of Service • Discussion with those that may desire to participate in some fashion regarding the development of LV-LA Projects.
