Setting a GHG Emission Reduction Goal Asher Burns-Burg ICF International
Presentation Overview • Why set a Goal? • What is a GHG Emission Reduction Goal? • Context: Current Guiding Regulations • How do you set a Goal?
Why set a Goal? A goal gives your Action Plan a tangible, specific target that allows you to: 1) Prioritize actions 2) Measure progress 3) Take credit for results
What is a GHG Emission Reduction Goal? The percentageby which your Park plans to reduce its GHG emissions below base year levels, by a future target year. “30% reduction in 2006 emissions by 2015”
Key Goal Characteristics • Low enough to be achievable • High enough to stimulate creativity and innovation • High enough to really make a difference
PWR Climate Change Mitigation Plan • Meet or exceed the requirements of Executive Order 13423: Strengthening Federal Environmental, Energy, and Transportation Management • Meet or exceed the goals of the Environmental Protection Agency’s Federal Green Challenge • Become carbon neutral in park operations by 2016
Reduction Scenarios E.O. 13423 • Reduce GHG emissions by reducing energy intensity by 3% annually or by 30% by 2015 • “Energy Intensity” – energy consumption per gross square foot of building space Federal Green Challenge • Reduce GHG emissions by reducing absolute GHG emissions by 5% annually Carbon Neutrality • “n%” reduction in GHG emissions by 2016 • 100%-n purchase of offsets and/or recs
Establish an Emission Reduction Goal 3 Tiers of Goals: • Meeting • 20% - 30% in park operations from 2007 by 2016 • Reaching • 30%+ in park operations from 2007 by 2016 • 10% – 20% all operations from 2007 by 2016 • Leading • Carbon neutral in park operations by 2016 • 20% + all operations from 2007 by 2016
Example Goals: CFP Parks • HAVO - 12.5% below 2006 by 2012 (All opps) • ROMO - 17% below 2005 by 2017 (All Opps) • BAND - 50% below 2007 by 2012 (Park Opps)* • GOGA - Carbon Neutral by 2016 (Park Opps) • *Carbon netural by 2016
Issues to Consider • How will NOCA’s emission profile change? i.e. will emissions increase? • Where are emissions coming from? • Transportation • Energy • Solid Waste and Other
