  2. Methods of Procurement • Open Tender – E- Procurement • Limited Tender • Civil Works are implemented with community participation • SSA procurement system is more user friendly. • Major problems solved in Procurement for having higher financial ceiling limit fixed by FMP.

Objectives of Adopting E-Procurement System under SSA • Effective Procurement • Enhanced transparency and confidentiality. • Ease to access • More participation • Creating more competition • Quality in providing services in an efficient and cost effective way. • Software to handle entire end to end process

  4. Pre requisites for E-procurement • A broadband Internet connection • Digital signature certificate • Internet Explorer 6.0 or above • A valid email account with enough space to receive email • Winzip installed on system to compress large files.

  5. Benefits of E-Procurement • Easy to create tenders and publish • Easy to download and evaluate • Makes mandatory for the bidders to give details of all the documents as per the e-tender uploaded. • Purchaser can easily communicate all the information to bidders; pre-bidding meeting details, corrigendum, addendum, proceedings of pre-bidding meeting, technical evaluation & financial evaluation as well ; • Electronically EMDs are received and also refunded immediately after the completion of evaluation without any bidder to approach the office.

  6. Community Level Procurement Schools/Community/KGBV level • All Civil Works related to Schools • Furniture to Govt. Upper Primary Schools. • Maintenance of School Buildings • Teaching Learning Materials. • Civil works undertaken by School Development and Monitoring Committees. • For maintenance of School Buildings usually minimum 3 quotations are obtained.

  7. District Level Procurement • District Level Procurement are based on limited tender method only. • In case of Civil Works construction of Hostel and KGBV buildings Open Tender method is followed on financial ceiling.

  8. State Level Procurement • Text Books are procured from Karnataka Text Book Society which is following Open Tender System. • Computer and its Accessories are procured from Open Tender System by following E-Procurement • Office Equipment, Furniture, Printing are procured by following limited tender and open tender on financial ceiling. • TLE under LEP – Open Tender

  9. Services • Hiring of Services of Computer Programmers, Data Entry Operators and Housekeeping Service – Limited Tender or Open Tender on financial ceiling. • Third Party Quality and Technical Audit - Open Tender • Engagement of Auditors as per FMP para 106.4 of 2010.
