EMERGENCY EXERCISE IS CONDUCTED PERIODICALLY TO • CHECK COMMUNICATION SYSTEMS, • FAMILIARIZATION OF PERSONNEL ON THEIR ACTIONS AND RESPONSIBILITIES • CHECK AVAILABILITY OF EQUIPMENT AND FACILITIES TO HANDLE EMERGENCIES • EVALUATION OF MITIGATING ACTIONS
Plant Emergency : This involves excessive release of radioactive materials or high radiation fields in a section of the plant requiring immediate operator action and/or automatic operation of safety systems. Although positive isolations or restrictions on occupancy of the affected areas might be enforced, evacuation of personnel might be required if it is suspected that the doses to personnel are likely to exceed the intervention levels.
Site Emergency: This class of emergency arises due to situation, which seriously affect plant operations involving high radiation fields in accessible areas and release of radioactive materials extending beyond the plant up to the site environment. The protective measures such as incorporation of stable Iodine, sheltering and evacuation of personnel from plant areas other than control room to areas designated to be habitable under the site emergency conditions and evacuation of non-essential persons from the site may be considered.
Off site Emergency: An Off-site emergency situation results when the release of radioactive materials from the plant is of magnitude necessitating protective action to be taken for members of the public in the neighbourhood of the plant
Exposure pathways: • External exposure due to radioactive plume (mixture of gaseous effluents and particulates emitted through the stack) • External exposure due to ground deposited particles • Internal exposure due to inhalation of the gaseous effluents. • Internal exposure due to consumption of contaminated food materials

Alert & Intervention levels In cases of emergencies, uncontrolled exposure may result. These exposure can be controlled only by taking some remedial action. Alert levels are those levels of contamination , doses etc. which would call for the personnel to remain in readiness for the implementation of remedial action while intervention levels are those which, if reached would call for actual implementation of the remedial actions.
Counter Measures during offsite emergency: • Sheltering • Administration of Stable iodine • Evacuation • Temporary Relocation • Control of Access • Control of Food and Water • Decontamination of Affected Areas and Building
Counter Measures • Sheltering: • Sheltering means stay in-doors and refrain from going outside until further advice. • Sheltering is normally assumed for a period of 12 to 24 hours and may precede evacuation. • Evacuation : • Evacuation would involve movement of the population from the affected area to radiologically safe locations. Mobilisation of transport facilities and selection of radiologically safe location would be essential elements • Preferential evacuation of critical groups like children and women of reproductive age would be desirable.
Counter Measures Stable Iodine Administration: Administration of stable iodine means oral intake of KIO3 tablets. Administration of KIO3 tablets should be done as follows: 1) All individuals above the age of 12 years. 170 mg (KIO3) - as soon as possible 85 mg (KIO3) - second and third day only 170 mg (KIO3) - repeat after two weeks, if required. 2) Pregnant women and children of age 3 to 12 years: 50 % of quantities given in (1) 3) Children under the age of 3 years 25% of quantities given in (1)

Emergency Planning Zones(EPZ) Emergency planning zone, defined around the plant up to 16 kM, provides a basic geographic frame work for decision making on implementing measures as part of a graded response in the event of an emergency. The area around the Kaiga generating station is divided into the following Zones up to 16 kM radius.
Exclusion Zone The exclusion Zone extends up to a distance of 1.6 km around the central plant zone of 0.7 km where no public habitation is permitted. This zone is physically isolated from out side areas by plant fencing and is under the control of Kaiga Generating Station.
Primary Zone The primary Zone extends up to 8 kM from central part Zone where protective measures like evacuation and sheltering are required against possible plume exposures during an Emergency.
Secondary Zone The secondary Zone extends up to 16 Km from central plant Zone protective measures like sheltering control on food stuff are required against possible exposure from ingestion of radioactivity.
Sectional Division of EPZ The emergency planning Zone around the KGS is further divided in to 16 sectors radially (designated by letters code ‘A’ to ‘P’ marked clockwise ) to implement protective measures to areas actually affected during an emergency (Refer fig. 1). Each sector covers 22.5O and the central lines of sector ‘A’, ‘E’, ‘I' and ‘M’ coincide with the North, East , South and West directions respectively.

TEAM-1 • Environmental sampling and survey team (Main): • Team leaves from ESL at 0530 Hrs • Team Leader : ESL Kaiga • Members of ESL team + 2 persons from HPU who will go in Emergency survey vehicle from plant site. • Sampling and survey checklist. • Sampling and survey instruments. • Protective clothing including shoes. • TLDs • Sample collection and storage devices. Emergency Survey Vehicle, ESL vehicle and one backup vehicle will be used for this purpose.
TEAM-2 • Environmental sampling and survey team (Backup): • Team Leader : ESL Kaiga • Members of ESL team + 2 persons from HPU who will go in Emergency survey vehicle from plant site. • Sampling and survey checklist. • Sampling and survey instruments. • Protective clothing including shoes. • TLDs • Sample collection and storage devices. TEAM-3 • Warning and Advice : • Team leaves from ECC at 0630 Hrs • Team leader: PSI Mallapur + 4 Men • Observer : NPCIL with addl Responsibility of videography • W&A check list • Observer check list • Announcement Envelope • Mega Phone • Protective gear • TLD • Police Jeep with Wireless Team -3 and Team-4 will go together in the village.
TEAM-4 Medical Team • Team leaves from ECC at 0630 Hrs • This team will be in two groups covering the village • Team leader : MO Devalamakki and MO Kadra • PM Staff : 04 from PHC (2 M +2 F) • Observer+ assistance: MO & HPU from NPCIL Kaiga • : Two Police personnel with • Medical team Check list • Observer Check list • Prophylaxis • Protective gear • TLD • Team -3 and Team-4 will go together in the village. • CPI Kadra will be the overall coordinator for the teams at Hartuga village
TEAM-5 Village Team This Team will leave from ECC at 0730 Hrs • Team leader: AC Karwar / Tahsildar Karwar • Team members RI Ghadsai and Two Police Persons for assistance in Evacuation and to guard the village after evacuation in village (This will be from the team 3 and team 4) • Sampling by PCB (independent) 1 • JD (Agriculture) 1 + 1 • Vet Team 1 + 2 • Cont monitoring (Med team HP will oversee) • Observer : NPCIL • Check list • TLD • Protective Clothing • Bag for collecting protective cloth
TEAM-6 Vehicle De- contamination Team leaves from ECC at 0630 Hrs • Team leader : NPCIL, Kaiga • Observer : HPU, NPCIL, Kaiga • Protective clothing • De-contaminating Agents • Carboy / bucket • Shoving implements • Water • Plastic bag for collecting contaminants • TLD • The bus from Hartuga village will stop at the De contamination point for decontamination
