Context • Upland Development Strategy • Action Plan (5 pillars): - Food security and self-sufficiency (6 activities); - Commercial agriculture development, markets and marketing (9 activities); - Conservation and sustainable use of natural resources (4 activities); - Rural upland infrastructure (4 activities); and - HR and institutional development and public services delivery (13 activities). • Investment Plan: - To provide indicative information on current public and private investment projects; - To identify possible gaps in financing (difference from the AP budget); - To provide guidance in seeking funding for the implementation of AP; - Related government agencies, donors, INGOs, NGOs, FDI on agriculture, and Mega projects are included.

  4. Challenges PIP (national and provincial) is budgeted yearly, but no clear PIP for uplands; MPI, MAF, and MONRE’s ODA databases exist, but only background information is included; ODA from China/Vietnam is yearly approved, but not detailed; Some FDI do not want to share their information and similarly, to other stakeholders; Some agencies have only few years budget and find it difficult to split their budget according to the AP; Investment plan is conducted while AP has not be finalized.

Methodology/process Visited related government offices (MAF, MPI, MONRE, PRF, MOIC, MPWT, Nayobai Bank, etc.); Accessed to ODA databases in MAF, MPI, MONRE, and INGOs network; Collected related ProDocs; Interviewed some FDI; Circulated survey questionnaires; Went through ProDocs, collected questionnaire and analyzed; Consolidated and summarized collected indicative budget; Identified the gaps with AP.

  6. Methodology/assumptions • 78% of all districts are uplands; • PIP is only for 2013/14, no change in 2015, and 15% increase in following years (except for those with committed budget); • A total of 55 projects/programs, 32 NGOs have been included in the survey, 70% of which have detailed ProDocs. An indicative projection of 30% used for TA and administrative cost; • About 10 FDI projects on Agriculture, Hydropower and Mining have been analyzed to the level of detailed ProDocs; - it was found that from their total investment, the contribution to rural development was: Agriculture= 4%; Hydropower= 3.5%, and Mining=1.4%; of which 80% is infrastructure (conservation of natural resource) and 20% social activities.
