  2. What is Civil Citation? • Authorized by FSS 985.12 • Alternative to arrest/judicial handling • Early intervention program • Holds the youth accountable for misbehavior • Incorporates social services • A priority of the Sheriff

  3. What are the Benefits? • Keeps youth who pose no real threat to public safety out of the justice system • Reduces costs of processing youth for misdemeanors • Frees up the deputy to focus on more serious and violent offenders • Allows the youth to avoid a criminal record • Reduces chances of future criminalization

  4. Who is Eligible? • A juvenile under the age of 18 • First time misdemeanants only • No prior record of arrest or previous referral • Admits to committing the offense • Agrees to cooperate with all program requirements

  5. How Does It Work? • All eligible and identifiable youth will be issued a civil citation in lieu of arrest • The deputy will explain the program to the juvenile, and if available, the parents • The youth will be directed to contact the BSO Civil Citation Program Coordinator • Youth can be released on their own recognizance

How Does the Juvenile Benefit? • No criminal record • Opportunity to take responsibility • Eliminates the negative impact of an arrest on future employment • Eliminates negative impact on educational opportunities • Referrals to needed services are provided • Develops an understanding of the consequences of negative behavior

Common Misconceptions • Civil citations do not provide consequences to those youth who break the law • Youth issued a civil citation still have an arrest record • Civil citations are a “decriminalization” effort that do not hold youth accountable • Juveniles issued a civil citation are just as likely to reoffend
