  1. Aggregate ProcurementSpec & Procurement Roundtable July 17, 2013

  2. Meeting Agenda • Status of Rebates • Progress to date • Technical Issues: Specifications • What other cities are doing • Presentation from CLTC • Discussion • Procurement Issues • Review Potential Services • Application Consideration

  3. Status of PG&E Rebates • Current rebates cover 20-25% of fixture costs • New rebates expected to be announced in Oct. • Rebates will likely decline, could be eliminated • Timing of change TBD, certainly 2014 Timing is becoming important

  4. Overall Process Execute Procurement Establish Finance Strategy Agency Leadership Buy-in Specific Plan & RFP Determine Alignment of Agencies Identify Lead Agency Procurement Model Overall Direction Cost Analysis Spec Technical Issues

  5. Progress To Date: Completed Overall Direction • Identified Agencies • Establish Concept Cost Analysis • Base Inventory • Fixture Mapping • Other Costs • Refinement Overall Direction Cost Analysis

  6. Progress To Date: In-Progress Spec Technical • Baseline spec • ID Questions • Comparables • Tech Assistance • Best-practices Determine Alignment of Agencies Identify Lead Agency Overall Direction Cost Analysis Spec Technical Issues

  7. Progress To Date: Looking Ahead • Procurement • Finance • Leadership • Execution Execute Procurement Establish Finance Strategy Agency Leadership Buy-in Specific Plan & RFP Determine Alignment of Agencies Identify Lead Agency Procurement Model Overall Direction Cost Analysis Spec Technical Issues

  8. Spec Issues • Lighting level • Color Temperature (CCT) • Color Rendering (CRI) • Light trespass (BUG) Discussion with Nicole Graeber, Associate Development Engineer UC Davis California Lighting Technology Center

  9. Spec Issues: Other cities practices

  10. Procurement Scope: Services

  11. Application Considerations: Definitions BUG Lumens illuminance (footcandles) Luminance

  12. Application Considerations • Applications include: road type, pole heights, spacing, conflict • Different applications require different light levels • Different applications result in different footcandles on ground for same lumens • Determining right fixture requires: • Light level target • Application • Mapping light levels to fixtures for given application • Fixture selection based on lumens • Lab verified product spec values

  13. Next Steps: Application & light level • Cities know application & levels • If similar to SVL, use SVL analysis • Possibly use SEAD tool for determining lumen requirements • Do photometric analysis for exception cases • Don’t know application • Sample & extrapolate (some inventory still likely required but less extensive) • Contract inventory to include application specifics • Don’t know light level • Adopt RP-8 as guideline • Use existing light level • May need photometric analysis

  14. Procurement Options: Fixture selection • Agency: comprehensive inventory & analysis by Agency to select fixtures in procurement • Vendor: Provide typical scenarios and lighting level requirements to vendor • Vendor: Objectives based (RP8, savings, improve quality, etc.)
