Issue: Fear of Communism • Communism • Economic & political system based on a single-party government ruled by a dictatorship • Government-run economy • No private property • The Red Scare • Began in 1919 after a Communist state was established in Russia • A Communist Party formed in the US • sparked fear that Communists were taking over
Issue: Fear of Communism Cont. • Government response to the Red Scare: • Palmer Raids • The hunting down of suspected Communists, socialists and anarchists • People who opposed any form of government • Increased suspicions of foreigners and immigrants
Issue: Limiting Immigration • After WWI, the need for unskilled workers decreased • Result = restricted immigration • The Quota System • Established maximum # of people who could enter the US from each foreign country • Goal = sharply cut European immigration • Did not apply to immigrants from the Western Hemisphere
Issue: Labor Unrest • Conflicts arose between labor and management • Strikes increased • Workers who could not go on strike during the war expressed their want of higher wages and their right to unionize • Workers earned limited gains in the 1920s and the labor movement was hurt badly • Union membership dropped by about 1.5 million
