Conclusion • The significance of leadership depends on make-up society, structure of organization and type of reform. • Firstly, developing leadership more important in a diversified society than in a homogenous society because leaders are required to transmit new values, mediate differences and create coalitions of support. • Secondly, leadership is more important in a decentralized government than in a hierarchical and rule-based government. • Thirdly, leadership is more important where reform is greater and more widespread and where it is necessary to mobilize many leaders at once.
Conclusion (continued) • In the case of more incremental reform, there will be less of a premium placed on leadership. • Supply-side development in executive learning such as coaching, action learning, 360-degree feedback and mentoring can be leveraged to provide very focused growth opportunities for aspiring and existing leaders at all levels. • Leadership development that takes places in the context of an action oriented, lifelong process with a strong partnership and collaborative ethos can help to support, energize and deliver public sector reform.
