Assumptions: • community work is a necessary condition for social entrepreneurship (or: social entrepreneurship is one from finishing activity of community work) • community work is succesfull, if involved people cooperate with local government (or: responsible local government plays active role during realization of a community work)
Local government support for community work and social entrepreneurship, too: • Support for community organizations and NGOs, realising a community work • Support for a founding and life of community centers • Support for activities and projects for community development • Creation of relevant strategy documents, obtaining community work (and social entrepreneurship) • Support for a social entrepreneurship in villages
Local government and support for community organizations and NGOs: • Support for active persons, who create community organizations or formal NGOs • Providing information, contacts, legal assistance, other advices (grant scheme call, ...) • Using technic: telephone, fax, copie machine,..., paying post stamps, transportation tickets, ... • Creation of cooperation and partnership between local government and community organizations and NGOs • Support for real living partnership between local government and community organizations and NGOs
Local government and support for founding and life of community centers: • Offering an object (building or rooms) for community center (object is property of village/town) • Preparing a plan or project proposal for reconstruction of object for community center (cooperation between local government and community organizations and NGOs) • Common reconstruction of object for community center and creation of plan for community center use • Task distribution : - community organizations and NGOs are operating activities in community center - local government is responsible for operational costs (electricity, heating, water, waste, sallaries for community workers,...)
Local government and support for activities and projects for community development. • Partnership of local government and community organizations creates projects for succesfull community development • Local government is important partner which guarantees financial contribution • Community organizations and NGOs cooperate with local government during realization of village development activities • Relation between community organizations and local government is equal (both of them having vetos rule) - it is a garance of independence for community organization and NGOs
Local government and creation of important strategy documents: • Law no. 503/2001 about support for regional development commites local government to make an Economic and social development village/town programme • Law no. 448/2008 about social services commites local government to make a community village plan • Community organizations and NGOs could prepare these strategy documents • Chance for community activities to be a part of strategy village documents • Chance for community needs to be involved in village budget every year
Local government and support for social entrepreneurship in village: • Support community center to be a social entreprise • Support community center to be a place to start a social entrepreneurship (e.g. handicraft social entreprise can use place of community center) • Material and financial support for beginning a social entreprise (e.g. buying some products) • Local government constitutes social entreprise (e.g. village service entreprise)
