I. General Structure of the Global Transport of DangerousGoods • Recommendationson the Transport of Dangerous Goods – UN Model Regulations (“Orange Book”) • ModalRegulations
The recommendations are: • Presented as “UN Model Regulationson the Transport of DangerousGoods” or “Orange Book” • Developedby the UN Economic and SocialCouncil’sCommittee of Experts on the Transport of Dangerous Goods • Regularlyupdated in the light of • Technicalprogress • Advent of newsubstances and newmaterials • The requirements of modern transport systems • Adressed to governmentsand international organisations concernedwiththe regulationof transport of dangerousgoods
The Orange Book is the basis for: • Developmentof the modalregulations • IMDG (sea) • IATA and ICAO (air) • ADR ( roadEurope) • RID (rail) • ADN (inlandwaterwaysEurope) • Other international ornationalregulations (US DOT, Chinese nationalregulations,…) • Allowing harmonisation between the different modalregulations
The aim of the regulations are: • To ensure the safety and security of • People • Property • The Environment • To ensure fair competition in a free marketwiththe sameconditionsfor all involvedparties and modes

Land Transport of DangerousGoods …isregulated by: • European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) • Regulations concerning the International Carriage of Dangerous Goods by Rail (RID) • European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN)
III. Transport of DangerousGoods by Road (ADR) • “EuropeanAgreementconcerning the International Carriage of DangerousGoodsbyRoad” • 47 contractingparties, includingnon-Europeancountriessuch as Morocco, Tunisia, Turkey, Kazakhstan… • Compulsory in international transport between these countries • Compulsory in national transport in the EU countriesand somenon-EUcountries
The conditions for transport of dangerous goods by road are laid down in: • Annex A for the goods in question, in particular regarding their packaging and labelling • Annex B as regards the construction, equipment and operation of carrying the goods in question The structure is consistent with that of the other regulations. The Annex A is harmonised with IATA, IMDG, RID and ADN.
Annex A: General provisions and provisionsconcerningdangeroussubstances and articles • General provisions (definitions, training, security, DGSA,…) • Classification of the dangerousgoods* • Dangerousgoodslist, special provisions and exemptionsrelated to LQ and EQ • Packing and tank provisions* • Consignement procedures • Requirementsfor the construction and testing of packaging, IBC’s, largepackagingand tanks • Provisionsconcerning the conditions of carriage, loading, unloading and handling
The classification of the dangerousgoods: • Identifies the hazard of the goods in question • TakesintoaccountGlobally Harmonized System of Classification and Labelling of Chemicals (GHS) (CLP) • Is the same for all transport regulations
The packing and tank provisionsidentify the receptaclesmeantfor the carriage of dangerousgoods. • Packagings (boxes, drums, jerricans, IBCs, etc.) • Tanks (fixed tanks, tank-containers, portable tanks, MEGCs, etc.)
Annex B: Provisionsconcerning transport equipment and transport operations • Requirementsforvehiclecrews, equipment, operation and documentation • Requirementsconcerning the construction and approval of vehicles
The participantsinvolved in the transport of dangerousgoods are: • Mainparticipants • Consignor • Carrier • Consignee • Otherparticipants • Loader • Packer • Filler • Tank-container / portable tank operator • Unloader Page 14
The participants are: • to complywith the regulations of ADR in theirrespectivefields • co-responsiblewith the otherparticipants in case of non-conformity • obliged to nominate a DangerousGoodsSafetyAdviser
