Overview Presentation will focus on the following: • Background on Moral Regeneration Movement (MRM) • MRM’s Objectives • MRM Governance Structure • MRM Board of Directors • MRM Activities • MRM Significant achievements • Current Dept. of Arts & Culture (DAC) Initiatives on MRM • MRM Recommendations to government (as outcome of the meeting with Deputy President, Mr. K.P. Motlhante, on 26 January 2010)

3. Background • The Moral Regeneration Movement (MRM), Section 21 Company is a collective of civil society entities, NGOs, religious bodies and Government • It was initiated by the abovementioned collective in 2003. • Since 2003, it has received an annual allocation from Treasury • Department of Arts and Culture (DAC), growing from R 2 million in 2003 to 2005 & to R 4 million since 2006 financial year. • DAC disburses funding through a Memorandum of Agreement (MOA) signed with MRM

4. Objectives of the MRM The MRM has positioned itself as a coordinating centre for moral renewal activities in South Africa in building ethical & moral community based on following tenets: • Promoting positive values, for moral communities through its Charter of Positive Values (which was adopted in July 2008). • Disseminating information, collating and keeping an audit of moral regeneration programmes. • Activating building of congruency between ethical values and behaviour. • Being at centre for collective activism on moral renewal issues.

5. MRM Governance Structure • It has a Board of Directors • It has a CEO – Ms. Zandile Mdhladhla • It has Office Support made up of: • Secretariat • Financial Manager • Communications and Marketing Officer

MRM Activities • Social Dialogues • Streamlining MRM in government departments • Consolidating partnerships with key stakeholders • Adoption of the Charter of Positive Values (July 2008) • Launch of July as Moral Regeneration Month (July 2009) • Charter of Positive Values Awareness Campaigns • MRM Conference (held in Dec 2009) held in Gauteng

8. Significant Achievements • MRM presence in all nine provinces • Adoption of Charter of Positive Values, in July 2008 • The Launch of July month as Moral Regeneration Month, July 2009

9. Current DAC Initiatives DAC has embarked on MRM assessment process, by undertaking an Impact Study on Moral Regeneration Initiatives across the country: • Phase I - Social Impact of Moral regeneration Initiatives • Phase II – SWOT Analysis & MR Growth Opportunities • Phase III - Implementation of Research Recommendations • Timelines: • Phase I : April - Aug 2010 • Cabinet Memo with Research findings – Sept. 2010 • Phase II : Oct – Feb 2011 • Phase III: April 2011 onwards

10. DAC relationship with MRM DAC to embarked on assessment process: • To review current governance model with MRM • Some of governance issues, in terms of King III on governance, not followed by MRM relate to: • Absence of Audit committee • Absence of Risk management • Remuneration scheme and policy for the company/entity has not been established and approved by the board • Operating and accounting policies and procedures have not been set up and approved by the board. • Correction of the above areas of concern, will lead to ensuring adherence to King III & putting in place appropriate measures, related to monitoring and reporting by MRM

11. MRM Recommendations to Government Following meeting held with Office of the Deputy President on 26 January 2010: • Deputy President to continue as Patron of the MRM. • Presidency, Premiers & Mayors to ensure proper coordination of government sector, with visible MRM programmes within departments. • Cabinet, through Cabinet memo be apprised of MRM work. • To ensure mainstreaming of MRM work in government • To ensure Cabinet participation at MRM activities • Government through department of Education incorporate the Charter of Positive Values in the Life Skills Programme.

12. MRM Recommendations to Government cont. • Mandatory accounting by all three spheres of government on all Moral Regeneration work. • More/increased resources to be allocated to MRM. • Speakers in two spheres of government ensure that MRM Programme forms core of the Legislatures' programmes. • MRM be central to Public Participation Programme & Sectoral Parliament Programme. • Government to reaffirm Charter of Positive Values as framework for moral regeneration in South Africa.
